NCDQT will be replacing Bridge No. 2 on US 151501 over the CSX Railroad in Moore
County (TIP Project B- 3680). The project will result in 0.49 acres of wetland impact.
In order to mitigate for these impacts, NCDQT is proposing on -site wetland mitigation
adjacent to the project. NCDOT is proposing to create 2.0 acres of wetland mitigation
area and 118 linear feet of stream restoration by removing a 5'x5' box culvert in the area.
NCDQT intends to provide the 0.49 acres of wetland mitigation in the on -site mitigation
area (using a 1:1 mitigation ratio). The remaining 1.51 acres of mitigation and 118 linear
feet of stream restoration will remain as on -site assets.
Wetland mitigation will consist of removing the existing causeway fill (road) and grading
the area based on adjacent wetland elevations. The area will be planted with native
species at a density of 680 seedlings per acre. NCDQT will conduct monitoring for both
hydrologic and vegetative success (five years or until successful).
Stream restoration will consist of removing the existing 5'x5' box culvert, which carries
an unnamed tributary to Aberdeen Creek. The channel will be daylighted and the
appropriate channel dimensions restored to the previously impacted area. NCDQT will
conduct monitoring activities as required (five years or until successful).
NCDQT has requested D WQ's input on the proposed wetland mitigation area and stream
restoration site. DWQ staff visited the site on March 17, 2008. Based on the site visit,
DWQ believes that providing 118 linear feet of stream restoration in this area is
achievable. However, if the culvert is providing grade control in this section of stream,
its removal may cause some stream instability (headcuts). These issues would need to be
adequately addressed as part of the restoration plan.
While DWQ believes that creating wetland hydrology will be successful, staff is
concerned about the vegetative element of the site. The south side of the project is
heavily infested with Chinese privet (Ligustrum sinense). The north side of the project
contains some privet, but is not as heavily infested as the south side. Since privet is
aggressive, forms dense thickets and is difficult to eradicate, DWQ is concerned about
the site's ability to meet vegetative success. In addition, the privet exists on the
adjacent /abutting property(s). Without adequately addressing the adjacent off -site
infestation, NCDQT may have difficulty controlling it in the mitigation area. In order for
DWQ to provide full mitigation credit, the area must not contain more than 10% privet
(or 10% woody stems per acre) at mitigation closeout. NCDQT should be aware that it
may take longer than 5 years to receive full mitigation credit or that only partial
mitigation credit can be given if the mitigation area contains more than 10% privet upon
completion of the standard monitoring period. Hopefully, increasing the hydroperiod in
the area will help reduce the spread /establishment of privet..

Aberdeen Creek Wetland and Stream Restoration Plan
At the Replacement of Bridge No. 2
On US 15/501 Over the CSX Railroad

The North Carolina Department of Transportation (NCDOT) will perform on -site
mitigation for wetland impacts associated with the replacement of Bridge No. 2 on US
151501 over the CSX Railroad. This mitigation site occurs adjacent to Transportation
Improvement Program (TIP) B -3680. The selected alternative for this project is
replacement 60 ft. west of the existing 216 ft. two -lane structure with a 780 ft. five -lane
structure.
The NCDOT proposes to restore approximately 2.0 acres of riverine wetland and 118 ft.
of stream by removing the causeway fill and associated box culvert of the existing bridge
to design contours remnant of natural grade. The replacement of Bridge No. 2 will result
in 0.49 acres of wetland impacts, which will be offset at a 1:1 ratio by the purposed
mitigation site. In addition to offsetting the TIP project impacts, 1.51 acres of wetland
and 118 ft. of stream will remain as onsite assets.
Existing Conditions
The project is located in the Town of Aberdeen on US 151501 north of the intersection of
NC 211 in Moore County.
The Categorical Exclusion (CE) for TIP B -3680, dated September 2006, provides further
details concerning existing natural resources and roadway conditions.
Bridge No. 2 is located approximately 1000 ft. south of the intersection of US 151501 and
US 1. The roadway of US 151501 north of the bridge is on a high causeway fill - section
within the floodplain of Aberdeen Creek. Jurisdictional wetlands occur on both the east
and west sides through this section of roadway. A 118 ft. long 5'x5' box culvert is
located approximately 300 ft. north of the bridge. The culvert carries an unnamed
tributary to Aberdeen Creek under the roadway from east to west where it comes to a
confluence with Aberdeen Creek.
Proposed Conditions
The proposed mitigation site will be approximately 2.0 acres of riverine wetland
restoration and 118 ft. of stream restoration. Restoration will involve the removal of the
existing causeway fill and associated box culvert. The fill- section will be graded down to
target elevations based on adjacent wetlands. The unnamed tributary to Aberdeen Creek
will be day - lighted and the channel will be reestablished in existing location with correct
dimensions and flood plain tie -in. The mitigation site will be retained in right of way to
protect the site in perpetuity.
The Natural Environment Unit will provide construction oversight to ensure the
mitigation site is constructed properly.
Vegetation Planting
Planting of native species will be performed within the restoration area by the NCDOT at
the density rate of 680 seedlings per acre, which equates to a planting space of about 8'
on center.
Monitoring
Upon the successful completion of the site construction, the following monitoring
strategy is proposed for the mitigation site. NCDOT will document monitoring activities
on the site in an annual report distributed to the regulatory agencies for a minimum
period of five years or until the site is considered successful.
Hydrologic Monitoring
Ground water gauges will be installed in both existing adjacent wetland and the proposed
wetland restoration site. Monitoring will begin upon the completion of the site
construction.
Vegetation Success Criteria
NCDOT shall monitor the restoration site by visual observation and vegetation plots for
survival and coverage of vegetation. Monitoring will be initiated upon the completion of
planting.
