Dear Morella Sanchez -King,
I am in receipt of the above referenced NOV dated March 19, 2021 and wanted to respond as to what
actions are being taken to correct the violations. Some of these items are going to take some time to
address but we are fully committed to completing the items that were not addressed in the 2015 permit
modification. I wish I could explain why Mike Myers/Envirolink did not address these items, but I hope
you have seen a positive track record with Old North State Water Company since we took over
operations in late 2020 that we do respond to address deficiencies and will continue to do so.
End Use -Filtration, I am not exactly sure of the question but will do my best to explain. We are taking a
sample monthly from the pump station and are submitting them. If you are not receiving them, please
let me know. There are bugs, spiders, etc. in the pump station that could be causing the fecal but
moving forward we are going to add a low chlorine residual in the pump station. If this did not address
the question or violation, please let me know so we can address this properly.
Record Keeping, we do not have plans for plant expansion unless future development occurs. No
additional development has requested service and we would not allow new development to tie into our
WWTP until it was determined that the development warranted the expense of a plant expansion. The
plant expansion would have to occur first before any new development could connect.
I have reached out to Ed Andrews. He is going to send me the certification that he performed on the
infiltration basins. Once I receive the certification, I will forward this to you. I am not sure of the date it
was completed but will be able to determine the date once I get the report.
I have three contractors looking at the banks of the infiltration basins to provide estimates to address
the erosion control. I would estimate that this repair would be completed in the next 60 days. I will
send follow up pictures.
We have engaged John Phillips PE with Diehl & Phillips, P.A. out of Cary NC to assist us on the Static
Screen. We have just purchased a similar screen for our Briar Chapel WWTP that was $70,000 and we
are hoping to not have to make that kind of investment. Mr. Phillips will also be assisting us in the
permit renewals for Carolina Plantations and Stateside and the other items not yet completed in the
permit modification from 2015.
As I stated earlier, there is a lot to get completed and some of this is going to take some time. I know
from your prospective that these deficiencies have been outstanding for years, but we are asking for
some leeway to address these items. We simply did not know these were outstanding because of the
envirolink situation. We are committed to getting them addressed and will get them addressed.

Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Carolina Plantation WWTP on
March 10, 2021. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0033770. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Wilmington
Regional Office. The following violation(s) were noted during the inspection:
Inspection Area Description of Violation
End Use -Infiltration Request for measurements of GW lowering system pump station to explain high fecal
counts not submitted.
Record Keeping Request for status of plans for expansion and timeframe for execution for high flows not
submitted.
Treatment Schedule I.1 of permit was not met.
End Use -Infiltration The banks of the infiltration basins continue to need maintenance to address erosion
control.

Inspection Area Description of Violation
Treatment Bar Screen
The installation of a static fine screen with auger and dewatering press was part of the
major modification permit issued on 1-15-2015 but was never installed. The headworks
continues to be problematic to the treatment plant.
Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this office within 30 days upon your receipt of
this Notice of Violation regarding your plans or measures to be taken to address the indicated
violations and other identified issues, if applicable.
