Regarding DO for Upstream and Downstream, since the first week in April was a split week with March, I checked March's DMR
and found there was no parameter on DMR for DO (U&D) to be reported. However, the permit states DO for (U&D) is to be
done throughout the year and Effluent DO is only between April — October. Talked with ORC and he stated they have tried to
add the parameter onto eDMR, but no success. He has Togs where all DO readings (Eff/U/D) are recorded and kept, and that
the DO reading was taken earlier in the week (at end of March), but had nowhere to record them on DMR.
Regarding NH3, he has had issues with clarifiers and pipes being clogged at clarifiers. We spoke on phone in detail, and he
believes during the wasting and cleaning of clarifiers was the cause in elevated NH3 readings. He marked the DMR compliant,
and I instructed him to revise and resubmit the DMR to mark `non -compliant' and place issue with clarifiers in the comments
section of DMR. He said he would correct within a week and resubmit. I will follow up on 6/29/21 to make sure it was done.
Historically, violations have occurred within 12 months concerning same parameters (DO freq/NH3 exceeding limits) — which
resulted in a NOD for DO and NOV for NH3 (see below). However, the DO violation involved the Effluent and not U&D.
Violations were also detected during inspection.
**Follow up 6/25/2021: ORC has revised and resubmitted DMR to reflect `non -compliant' for NH3. The comments added were:
"NH3 was high due to daffier skimmer stopped working. it is now back on line. NH3 is down and doing good"
