The North Carolina Division of Water Resources conducted an inspection of the Rosman WWTP on
6/11/2021. This inspection was to discuss permitting options with the Town and to ascertain their plans
regarding the currently expired permit. Please reference the email dated June 11, regarding what is required to
rescind the permit. A copy of the inspection report is attached.

The Asheville Regional Office requests a timely decision be made regarding the Town’s plans for the future of

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a reconnaissance inspection of the Town of Rosman's spray
irrigation system on June 11, 2021. This inspection was to discuss permitting options with the Town and to ascertain their
plans regarding the currently expired permit. Wes Royal and Mayor Brian Shelton were present and assisted in the
inspection.
Please note, the system has been in non-compliance since 2016. The irrigation system has not been used since 2017 and
the field has not been maintained. Reportedly the irrigation field lessors do not wish to renew the lease agreement with the
Town. The agreement expires in 2023. This is the only permitted field. Several permitting options were discussed during the
site visit and potential future reclaimed use; however, the Town indicated during our meeting that they plan to request
rescission of the permit. Information pertaining to the rescission process was emailed to the Town and ORC.
As discussed at the time of the inspection and in the email sent June 11, the permit can only be rescinded once a
rescission request is received by the permitting branch in Raleigh and our office has verified flow can no longer be sent to the
spray field from the WWTP.
