NCDOT is planning to address a serious scour issue on Bridge 7 in Currituck County. The bridge is on Corey’s Ditch,
which experiences high water velocities frequently as it connects Back Bay to Currituck Sound/North Landing
River. The critical scour elevation has been surpassed at Bent 2 of the bridge, and NCDOT proposes to place
geosynthetic aggregate bags around the piles of Bent 2 to prevent further scour. The bags would be positioned using 4
steel pipes piles placed around the bent. The pipe piles would be used as winching points to lower the bags into
position. The pipe piles would be cut at an elevation of ‐31’ at the end of the bag installation. The existing power line
at the site will be relocated with a directional bore beneath Back Bay and Corey’s Ditch. Maps and drawings attached.
This is an interim repair project for the bridge. The long term solution for the scour issue would be to replace the
bridge, but that would not be for several decades since this structure was constructed in 2004.
An in‐water work moratorium of March 31st – September 30th has been requested by NCDMF. Guidelines for Avoiding
Impacts to the West Indian Manatee will be followed. Does USFWS or NOAA Fisheries have any comments or concerns
for the project?

That was the moratorium included in the 2004 permit for the bridge replacement. It looks like DMF was the agency that
requested that moratorium at that time, so I’m good with it if they are.

It’s been a couple of months since I discussed this project with you. Attached are the bridge repair plans and the
Utilities by Others plans. The utilities will be in a combined bore within ROW.
I’ll submit this to DCM as a Major Modification Request to the original CAMA Permit No. 132‐04 (see attachment G‐
Permits for the permit packet for the bridge replacement in 2004), and the Corps should be able to permit this under a
new RGP 291 (Kyle checking on that).
Just wanted to confirm the original in‐water work moratorium of March 31st – September 30th would still be in
effect. Also, do you have any other comments on the project or have any additional questions?
