Project Description and History 4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Project area consists of NC Highway 615 and Bridge#7.The general land use in the vicinity is conservation and within the boundaries of Mackay Island National Wildlife Refuge. 4b.Have Corps permits or DWR certifications been obtained for this project(including all prior phases)in the past?* 6 Yes C- No C- Unknown If yes,please give the DWR Certification number or the Corps Action ID(exp.SAW-0000-00000). SAW 199910718(NWP 23)was issued on 8/13/2004. DWQ Project No.01-1742 was issued on 11/28/01. Both issued for the replacement of the previous bridge. 4f.List the total estimated acreage of all existing wetlands on the property: 4 4g.List the total estimated linear feet of all existing streams on the property: 200 4h.Explain the purpose of the proposed project:* The purpose of this project is to install scour protection on Bent 2 of Bridge 7 to maintain the structural integrity of the bridge to maintain a safe and reliable travel route to Knotts Island. The bridge is the only highway connection to Knotts Island.Although NCDOT provides ferry service to Knotts Island,conditions in the Currituck Sound often affect the availability of the ferry service.Bridge 7 is critical to maintaining traffic for the residents and visitors of Knotts Island. 4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:* The high water velocities on Corey's Ditch have resulted in accelerated scour around the bridge structure,and the critical scour elevation has been surpassed near Bent 2 of the bridge.To protect the structural integrity of Bridge 7,NCDOT proposes to place geosynthetic aggregate bags around the piles of Bent 2 to prevent further scour.The bags would be filled with Class A and/or B stone and would be positioned using(4)24"steel pipe piles placed around the bent.The pipe piles would be used as winching points to lower the bags into position.The pipe piles would be cut at an elevation of-31'at the end of the bag installation and used to anchor the bags in place.The bags would be wired together after installation and would impact approximately 1,425 sq.ft.of open waters in Corey's Ditch.The project would be conducted from the roadway and bridge structure,resulting in no wetland impacts.All as shown on the attached drawings.
