The E&SC appears to have been issued to a different organization, but you all applied for the Construction Stormwater permit (original NOI is attached for reference). If Charlotte cannot provide documentation to release you from the E&SC obligations and land disturbing activities that are on -going, yes, it is probably best to consult your legal representation for the best way to demonstrate that you no longer have responsibility for the this project, if that is appropriate. We cannot do ownership transfers of Construction Stormwater permits to a new Owner/Operator. If you cannot obtain the new permit information, I recommend contacting the entity that approved the original E&SC plan for documentation that you are no longer performing land disturbing activities at the site. If the project was sold prior to completion to another entity, you must submit a Notice of Termination and provide the new permit number that the project is covered under by that entity. Either way, the fee remains outstanding until you take this very important step to rescind/terminate the Construction Stormwater COC for which you applied. As long as the permit remains open, an annual fee of $100 applies. https://edocs.deg.nc.gov/Forms/NCGOI-Termination The Notice of Termination form is a very quick process (just a few minutes to enter the permit number an upload appropriate documentation).
