Dear Ms. Garvey:
I am writing to document the transmittal of the attached documents for a Section
404 - NEPA Merger Process Application for a Department of the Army (DOA)
Permit pursuant to Section 404 of the Clean Water Act TO DISCHARGE
DREDGED OR FILL MATERIAL INTO WATERS OF THE UNITED STATES TO
CONSTRUCT the proposed replacement of Bridge No. 2 on US 151501 over
CSXT and ACWR tracks in Moore County.

Project History:
Bridge No. 2 was constructed in 1947. The existing bridge is 216 feet in length,
consisting of 5 spans; two 40 feet, two 38 feet and one 60 feet. The
superstructure consists of reinforced concrete deck girders with asphalt overlay.
The substructure consists of reinforced concrete post and beams on pile footings
for interior bents and reinforced concrete cap on steel piles for end bents. The
bridge is not currently posted for weight restrictions. A vertical clearance of 22
feet 3 inches is provided over the railroad tracks. The clear roadway width is 25
feet 10 inches, providing two 11 foot travel lanes with 2 foot shoulders. The
bridge currently spans a single mainline track of CSXT Railroad and a parallel
mainline track of ACWR. Approximately 200 feet west of the bridge is a turnout
to a parallel storage track located along the north side of the ACWR track. A
maintenance roadway runs parallel along the south side of the mainline track.
US 151501 in the project area are a two lane facility classified as an urban minor
arterial. The approach roadway for Bridge 2 consists of two lanes, 24 feet
pavement width with 6 foot grass shoulders. Aberdeen Creek is located to the
west of US 151501 in the area between the railroad tracks and US 1. The
roadway is on a high fill- section within the floodplain of Aberdeen Creek. Moore
County is a participant in the Federal Flood Insurance Program. Aberdeen
Creek is in a FEMA detailed study area. The posted speed limit is 45 MPH and
the proposed design will be for a 50 MPH speed.
Purpose and Need
NCDOT Bridge Maintenance Unit records indicate that Bridge No. 2 has a
sufficiency rating of 45.3% out of a possible 100% for a new structure. The
Bridge is considered functionally obsolete. Replacement of this inadequate
structure will result in safer and more efficient traffic operations.
Alternatives:
Alternative 1A (Recommended)
The proposed replacement structure to span the railroad is a five -lane bridge
approximately 230 feet long. Also proposed is a 4 barrel 12X10, 175 LF RCB
culverts to span Aberdeen Creek, and a 2 barrel 12X10, 150 LF RCB culverts to
be installed below the existing ditch just southeast of the 4 barrel culverts. A five
lane section is proposed to provide required lanes needed to accommodate the
high volumes of turning traffic on US 151501 at the intersections with US 1 and
NC 211.

Alternatives Eliminated From Further Study
Alternative 1 includes replacement of the existing 216 foot two -lane bridge with
a new five -lane structure located approximately 60 feet west of the existing
structure. A five lane section will provide capacity to accommodate the high
volume of traffic and turning lanes between US 1 and NC 211. The proposed
structure will be approximately 780 feet in length and consist of five 12 foot lanes
and two four foot shoulders for a total clear roadway width of 68 feet. The
proposed structure will cross over both the CSXT and ACWR tracks as well as
Aberdeen Creek. Approach work will extend within approximately 100 feet north
to approximately 825 feet south of the proposed structure. Approach work
includes construction of new approaches, realignment, and grade adjustment.
Traffic will be maintained on the existing structure during construction. The total
project length is approximately 1765 feet. The intersection of US 151501 and US
1 will be improved to a T intersection, which corrects sight distance and merging
issues with the existing intersection. This alternative was eliminated due to
constructability issues with the approach, conflict with the sanitary sewer system,
steeper grade will result in safety issue during icing especially as drivers
approach the intersection to stop, the distance between the end of the bridge
and intersection is within 100 feet. In addition, the cost is approximately 3 million
dollar higher than alternative 1A.
Alternative 2 includes the replacement of the existing approximately 216 feet
two -lane Bridge with a new five -lane structure located approximately 60 feet west
of the existing structure. The new structure will be approximately 230 feet in
length. The approach work will extend from approximately 1350 feet north to
approximately 750 feet south of the existing structure. Approach work includes
realignment, grade adjustment and extending the culvert for the unnamed
tributary to Aberdeen Creek. Traffic will be maintained on the existing structure
during construction. The total project length is approximately 2330 feet. The
existing US 151501 and US 1 intersection configuration would not be improved
with this alternative. Also, maintenance of traffic would be extremely difficult
during construction due to the grade differential between the existing and
proposed pavement. This alternative was eliminated due to concerns with
intersection safety, constructability issues and increased impacts on wetlands.
Alternative 3 includes the replacement of the existing approximately 216 feet
two -lane Bridge with a new five lane structure located 80 feet east of the existing
structure. The new structure will be approximately 250 feet in length. The
approach work will extend from approximately 1050 feet north to approximately
850 feet south of the existing structure. Approach work includes realignment,
grade adjustment and extension of an existing culvert for the unnamed tributary
to Aberdeen Creek. Traffic will be maintained on the existing structure during

construction. The total project length is approximately 2150 feet. The
—intersection _oLUS -1 51.501 - and -ll_S will_ ILeimproved _to_a_T_inter_section, which
corrects sight distance and merging issues with the existing intersection.
Increased right of way impacts, including potential business relocation would
result with this alignment. This alternative was eliminated due to right of way
issues and increased impacts on wetlands.
Alternative 4 includes replacement of the existing approximately 216 feet two -
lane Bridge with a new five -lane structure located approximately 55 feet east of
the existing structure (f=igure 2). The new structure will be approximately 250
feet in length. The approach work will extend from approximately 900 feet north
to approximately 980 feet south of the existing structure. Approach work
includes construction of new approaches, realignment, grade adjustment and
extending the culvert for the unnamed tributary to Aberdeen Creek. Traffic will
be maintained on the existing structure during construction. The total project
length is approximately 2130 feet. The existing US 151501 and US 1 intersection
configuration would not be improved with this alternative. This alternative was
eliminated due to intersection safety concerns and increased impacts on
wetlands.
No Action Alternative The "do- nothing" alternative would eventually necessitate
removal of the bridge effectively removing US 151501 from traffic service.
Investigation of the existing structure by the Bridge Maintenance Unit indicates
the rehabilitation of the old bridge is not feasible due to its age and condition.
Another alternative was considered, having two bridges, one over the railroad
and the other spanning Aberdeen Creek. Because of the height of the fill
between the two bridges and the type of soil in that area, adequate compaction
would be difficult to achieve. The Division noted this has been a problem in the
past and this alternative was not considered in the document
NCDOT commenced environmental studies in 2002 for four build and no build
alternatives for the subject bridge. A Categorical Exclusion (CE) documenting
those studies was signed in 2006.
This Merger Process Application includes potential jurisdictional impacts to
project presented in the 2006 CE document and the updated alternative 1A
(recommended).
Concurrence meeting was held on June 18, 2009 to present the merger team
with the new recommended alternative 1A. The Merger Process Team will be
reconvening to discuss this alternative after the Public Notice.
This application is in accordance with the guidelines for integrating project review
under the National Environmental Policy Act and Section 404 of the Clean Water
Act. This application should provide sufficient information for the issuance of a
Public Notice for this project.
