Steve - as we discussed this morning, we have had a "difficult time etting the necessary
information from Union County inall the permitting arenas. Thi • is as concise as I can make
it. Please let me know if you would like further detail.
First there is the issue of all the sewers that ere illeg �, overloading the Dry
Fork Spray Irrigation facility by greater than 2.5iiihes the permitted capacity. This overload
flow is now re-routed to Crooked Creek and,Monroe.
Second there has been the issue of getting thorrect informaion needed on the Crooked
Creek WWTP proposed expansion/relocatio . - Ue were originally told by Union County
staff that the maximum volume they would need for this location was 1.9 MGD (1993
timeframe). They have subsequently come back and requested speculative analyses of up to
6 MGD at this facility:
Third there is the issue of the propose 't Mile Creek WWTP. This WWTP is proposed to
be built to: 1) take off:line the "failing' pray WWTP (failure caused by them
overloading the spray fields and potentially from leakage from the lagoon - maybe needing
liner replacement); 2) take off-line the FUNCTIONING Waxhaw Spray WWTP; 3)
reroute flow currently connected to the Crooked Creek WWTP and 4) handle additional
growth needs in Union County 12 Mile Creek drainage.
At the same time, CMUD is extending sewer to service the Six Mile drainageairea of Union
County and has also stated a willingness to service the 12 Mile Drainage area, At some of the
earliest meetings with Union County, they committed to us that they were pursuing the
"regionalization of wastewater treatment and disposal" in 'Union County. In fact, they stated
that they were taking over private subdivision WWTP's in Six Mile to ensure that they were
taken off-line and connected to CMUD to prevent the proliferation of WWTP's and water
quality problems in the County. However, since that "committment", per our conversations
with CMUD, an pffer• has been on the table for over 1.5 years and Union County has not
rounded to the offer.
In reviewing the Union County documents we continue to find overlapping areas of service
proposed for the different WWTP's and additionally Union County continues to not provide
with the information necessary-lb-evaluate
the alternatives. - -- . - -
Don is correct that Union County does not appear to be completing any organized sort of
planning for growth and wastewater treatment and disposal. If there is any "organized
planning", we are not privy to the information and we are not getting the information
necessary to complete our reviews. We have had numerous meetings whereby the county
staff have assured us that they are pursuing -planning to address the wastewater needs of the
county, but it has not been apparent in any of the material that they have provided to us. We
are very concerned that the county is continuing to plan for additional wwtp construction
without really fully evaluating their needs and may end up spending unnecessary dollars in
