Subject: Speculative wasteload

I am writing to acknowledge receipt of your letter requesting specula-
tive wasteload allocations for the City of Newton WWTP at 7.5 and 10.0 MGD.
Technical Support will process your request. However, I feel obligated to
tell you that it must, out of necessity, receive a low priority. DEM cur-
rently has backlogs of 150+ wasteload allocations and 400+ applications for
new or expiring NPDES permits that must be processed first. In addition,
there is a strong probability that other projects will come along in the
future and be considered a higher priority. Should you wish to speed up
this process, I strongly suggest that you submit formal NPDES permit appli-
cations for your planned expansions.
Please let me know if I can be of further assistance in this matter.

Subject: Wastewater Discharges
City of Newton
Dear Mr. Clements:
We are currently engaged, on behalf of the City of Newton, in the
evaluation of alternatives for increased sewer system capacity in the
Newton area. The City currently owns and operates a major wastewater
treatment facility which discharges to Clark Creek, and which serves that
portion of Catawba County in and adjacent to the City.
It is anticipated that wastewater flows tributary to the Clark Creek site
will continue to increase, and will exceed the capacity of the existing
treatment plant in the next few years. Contingent upon the rate of
growth, projections indicate that treatment capacities of 7.5 MGD and 10.0
MGD will need be available for service through the next two decades.
Could you please advise what effluent requirements would be for
wastewater facilities of these capacities at the Newton existing Clark Creek
Waste Treatment Plant site. Your early attention to this matter would be
greatly appreciated.
