Reid, P.E., President Reid Engineering Company, Inc. 1211 Caroline Street Fredericksburg, Virginia 22401 SUBJECT: Authorization to Construct Tyson Foods/River Valley Animal Foods Harmony North Carolina Wastewater Treatment System ATC No. 005126A01 Dear Mr. Reid: The Construction Grants and Loans Section received your May 6, 2005 request to Mr. Michael Templeton, P.E., regarding an Authorization to Construct (ATC). Since July 1, 2004, we have been responsible for administering the Authorization to Construct program. Due to the nature of the modifications to the proposed wastewater treatment facility improvements described in your letter, it will be necessary to submit an application for a new Authorization to Construct. Our Web site www.nccgl.net contains the application and guidance information needed to submit a complete Authorization to Construct package. All applicable items on the application should be included in the package, along with an engineering basis or rationale for eliminating the previously proposed mechanical bar screen. Once we receive a complete Authorization to Construct application package, we should be able to issue an ATC in a timely manner.
