The North Carolina Division of Water Resources conducted an inspection of the Cliffside Plant Residuals
Land Application Program on 6/24/2021. This inspection was conducted to determine whether the rescission
request submitted by Envirolink could be approved and finalized. It is the Asheville Regional Office’s opinion
that the Residuals Land Application Permit (WQ0002379) for the Cliffside Sanitary District can be rescinded at
this time.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, visited Cliffside Sanitary District's WWTP on June 24, 2021, to determine
whether the rescission request submitted by Envirolink on June 8, 2021, could be approved, and finalized. Robert Rowe
(Envirolink), Victor Damato (DWI) and Tetratech representatives were present at the time of my site visit.
The facility last land applied in 2005 when the digesters were emptied. Since 2005 all solids have been held within the
facility. It is noted these are primarily in the 7.7 MGD aeration basin as very little solids are present in the clarifiers. One
digester is empty, and a small volume of sludge was wasted to the second digester to verify the pumps and valves were
operational in 2019. Staff indicated they were unable to drain this completely due to issues with the valve.
There is currently no indication that flows will increase significantly in the next several years that would cause immediate
concern regarding solids management. It should be noted, it is likely the aeration basin has a significant amount of textile
mill solids and will need to be disposed of should the basin be converted or closed out completely.
It is the Asheville Regional Office's opinion, at this time, that the Residual Land Application Permit (WQ0002379) for the
Cliffside Sanitary District can be rescinded.
