Inspection Summary:
This is an AR review only. A site visit was not conducted as part of this review.
The populated calculations for SAR and PAN continue to be missing from the AR. The values are present to be able to
perform the calculations. However, the permittee can request that the laboratory present the populated formula for SAR and
PAN as part of the service provided to the permittee.
Future AR reports need to have the populated formulas for both SAR and PAN as part of future AR submittals.

Comment: The AR has presented detailed hauling records of all materials received by the RCF. There
are additional hauling records for all compost distributed under this permit for 2020.

Comment: Initial reduction of the received sludge is performed by aerobic digestion. PVAR is performed
in vessel by time and temperature to achieve the greatest reduction.

Comment: Time on temperature records is presented in the AR. The records presented indicate the
significant reduction has been achieved to qualify the compost as a Class "A" bio-solid.
Further temperature data indicates the composted was able to maintain the required
temperature to be able to provide further reduction.

Comment: The Bi-monthly certification statements for the months of June, August, November of 2020, and
January of 2021, indicate consistency of the PFRP that occurs as part of the reduction
required for a Class "A" compost. The maximum allowable fecal limit for the residual is 1000
MPN/g. The AR Bi-Monthly Certification Statements report the high fecal colifom count of 804
MPN/G on 6-11-2020. The lowest Fecal Coliform results are reported at <36 MPN/Gg in
8-10-2020 and 6-11-2020.
