Governor Director February 11, 2013 MEMORANDUM To: Art King, NCDOT, Division 8 li From: David Wainwright, NC Division of Water Quality, CentralOfficeu� John Skvarla Secretary Subject: In Field Visits to Division 8 Projects: R -2812, B -3680, and Bridge No. 162, Moore County On February 5, 2013, NCDWQ staff member David Wainwright, along with you, and Mr. Ronnie Smith of the USACE, performed a field inspection of the aforementioned projects in Division 8. Below is a summary of observations and comments made during the review. R -2812, Moore County Site 4 — No deficiencies were noted on the downstream side of the crossing, and stream impacts appear to have been completed. On the upstream side, the channel just upstream of the culvert is bifurcated, which appears to be a natural condition. However, a headcut of approximately 2.5 feet was noted in the overflow channel, which was flowing at the time. The headcut may have been a result of culvert installation. There is a log or root which is currently acting as grade control for the headcut. The situation and potential remedies were discussed, but action decided at this time is to carefully watch the headcut and see if any changes occur in the coming months, as it appears to be stable at this time and is believed that the existing grade control may keep it that way. Should significant changes occur further action may be discussed to prevent the headcut from moving further upstream. The culvert was not buried on the upstream outlet; it may have initially been buried but has been affected by the headcut. Therefore, other than observing the headcut at this location, for the time being, no further action is required. Additionally, several small sandbags were observed on the upstream side in the wetland area, which should be removed as quickly as possible. Site 3 — A beaver dam was observed approximately 150' downstream of the culvert outlet. The dam was beginning to back up water on the outlet of the culvert. A brief discussion about removal of the dam occurred. It was believed that a small bobcat -type tractor could access the area for removal of the dam without too much effort or damage to the riparian area. No deficiencies or observations on the upstream side of the crossing were noted. Site 2 — Was not visited. Site 1 — The downstream side appeared stable with no deficiencies noted. On the upstream side, it was noted that the existing CMP would be retained. However, this CMP is starting to show signs of rust and age, and was questioned as to whether it shouldn't be replaced rather than extended. Otherwise, nothing to note upstream; no upstream impacts had occurred at the time.
