The cool water release detail is attached. 2. The contractor will install a siphon during the construction process that will be used to maintain adequate flow downstream during the lake re -filling process. The annual mean flow of Cane Creek is 1.2 cfs/sq. mi. The watershed draining to Echo Lake is 0.48 sq. mi. Half of the average annual flow is approximately 0.3 cfs. A valve on the end of the siphon will be adjusted to maintain at least 0.3 cfs of flow to the stream immediately below the dam while re -filling. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until the following information is received: 1 1. Please provide a construction detail for the cool water release structure. [15A NCAC 02H .0502(a)(9)] 2. Following project completion, the lake must be re -filled in a manner that ensures adequate flows are provided downstream to continue to support existing stream uses, including aquatic life. Please describe how this will be accomplished. [15A NCAC 02H .0506(b)(2) and (3)] Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Please provide your response by July 9, 2021. If all of the requested information is not received, the Division will be unable to approve the application and it will be denied as incomplete.
