HomeMy WebLinkAbout08_Education and Outreach PlanEducation and Outreach Plan NPDES Permit Number NCS000441 The University of North Carolina at Chapel Hill Chapel Hill, NC Revised March 27, 2018 The Education and Outreach Plan (Education Plan) was developed to inform The Lniversity of North Carolina at Chapel Hill (L?NC-CH) faculty, staff, students, and contractors about illicit discharges, stormwater management, sedimentation and erosion control, and proper waste disposal practices. The Education Plan also describes UNC-CH's reporting methods for these efforts. Education and Outreach Plan Narrative Description The target pollutants for this Education Plan include trash, sediment, chemicals, detergents, petroleum and automotive wastes. Students are reached through staffing of a booth at various environmental tabling events, such as Campus Sustainability Day. Students are also reminded of stormwater issues through the University's drain marking program, campus stream clean ups and a signage program to identify, the locations of campus structural best management practices such as green roofs, porous parking lots and infiltration beds beneath playing fields. UNC-CH stormwater program personnel provide guest lectures at the request of campus faculty regarding the campus stormwater program, and stornnnvater program personnel and faculty also jointly involve students in stormwater related capstone projects. To educate UNC-CH employees on the importance of reducing stormwater pollution on campus, the University provides recurring stormwater awareness training for University staff. The training includes information on preventing and identifying illicit discharges, proper waste disposal practices, and good housekeeping practices. The Department of Environment, Health and Safety (EHS) operates a website with links to easily understood environmental awareness information and conducts audits of laboratories and maintenance areas to raise overall environmental awareness, including stormwater concerns. University visitors are provided with information on campus stormwater management efforts through the University's drain marking program and a signage program to identify the locations of campus structural best management practices such green roofs, porous parking lots and infiltration beds beneath playing fields. UNC-CH Education and Outreach Plan Permit No. NCS000141 March 27, 2018 Construction contractors that work for UNC-CH are overseen by the Construction Itlanagement group. Constriction Management holds preconstruction meeting for contractors, and EHS personnel are included in preconstruction meetings. EHS personnel provides storm-%vater awareness information at these preconstruction meetings. EHS also inspects construction sites on a regular basis to insure proper installation and maintenance of sedimentation and erosion control measures, and good housekeeping for construction material storage. 2 Education and Outreach Best Management Practices The following list of Best Management Practices (BNIPs) are implemented to meet the requirements of UNC-CH's Phase II NPDES Permit for Public Education and Outreach. 2.1 Minimum Measure — Education and Outreach Program BMP: Pollution Prevention Awareness Educational Materials The University has developed stormwater pollution prevention awareness information for distribution at tabling and training events. The University has developed its own materials and sometimes relies on state -supplied Public Education and Outreach materials. Reporting Method The annual report includes an estimate of the number of educational materials distributed in the previous perinit year. BMP: Mailers, Brochures, and Posters The UniversM* has requested that this measure be deleted from the nett permit. EHS no longer publishes a newsletter. BMP: Pollution Prevention Awareness Training The University provides recurring stormwater pollution awareness training for staff. Training includes general stormmwater awareness, identification of stormwater pollution potential, appropriate spill response actions, and contacts for reporting spills and illicit connections/illegal dumping. Reporting Method The annual report includes the number of people trained during the most recently ended permit year. 2 UNC-CH Education and Outreach Plan Permit No. NCS000441 March 27, 2018 BMP: Pre -Construction Contractor Education The University has developed written guidance material outlining applicable regulations for proper construction site management. Written materials are distributed to contractors during the pre -construction meetings. An EHS representative is typically available to discuss the guidance material and answer questions. Reporting Method The number of attended preconstruction meetings attended is noted in the internal EHS monthly reports. BMP: Website The University has developed and maintains a public education website to document University pollution prevention programs and promote stormwater quality. The website contains information on stormwater, fact sheets on water quality, stormwater projects and ways to contact stormwater management program staff. Reporting Method Each annual report contains a link to the University's stormwater website. BMP: Special Events Participation The University participates In relevant special events such as the University's Sustainability celebration to promote environmental stewardship. Reporting Method The annual report provides the number of special events participated in and gives an estimate of the number of educational items distributed at the event. BMP: Hotline The University has established a hotline for communication with the University. The hotline number is provided on the F.HS stormwater website and in stormwater awareness training. UNC tracks the number and type of issues as well as dispositions of calls. UNC distributes copies to maintenance personnel and contractors. Educational information in the form of written guidelines and/or fact sheets are distributed to the campus population as part of the education and outreach program. Educational material includes information on what constitutes an illicit discharge, University contacts, and how to report suspect activities. Reporting Method The annual report provides an estimate of how many educational materials were distributed. BMP: Training UNC trains employees on how to recognize illicit connections and has established a tracking system for managing reported problem areas. Reporting Method The applicable annual reports contains information on numbers of people trained and number of illicit discharges and connections reported. 2.3 Minimum Measure — Pollution Prevention and Good Housekeeping BMP: Employee Training UNC provides recurring training to all employees who maintain the drainage system with a focus on floatables, grit, sediment, and disposal of pollutants removed from the drainage system. UNC provides training to all employees who manage and apply chemicals to address safe storage, application, and disposal of residue chemicals. UNC provides information to employees on reducing the frequency and amount of nutrient application. Reporting Method The applicable annual report provides information on number of employees trained. 4
