PROJECT SUMMARY: This project is being proposed as a major modification to Major Permit 123 -01. The current permit is set to expire on 12/31/13, has been renewed and modified thru the years and allowed for the maintenance excavation of the center of the canal, certain boatlift areas along the canal as well as the channel area. The applicant Field Investigation Report: SSCOA Page 02 proposes the maintenance excavation of two existing basins, the entire canal as well as the entrance channel. They are also asking to add the maintenance five clause. 9. Narrative Description The Salty Shores Canal Owners Association project is located along the existing canal within the Salty Shores subdivision which connects to Bogue Sound. The tract is bordered by Bogue Sound Yacht Club s/d to the west and a partially developed tract of land to the east. The Salty Shores Canal Owners Association individual lots are a total 18.42 acres combined and are an average of 10' above NHW. Presently there are existing individual piers with boatlifts, bulkheads and channel markers along this tract. There is a 35' x 165' fringe of coastal wetlands along the southeast side of the canal entrance. The coastal wetlands consist predominately of Spartina patens. The s/d lots consist primarily of typical lawn grasses, shrubs and trees and are stabilized by one continuous bulkhead. The Carteret County Land Use Plan classifies this property as Limited Transition, with all parts of the AEC classified Conservation. This section of Bogue Sound is not designated as Primary Nursery Area, is closed to the taking of shellfish and carries a water classification of SA/ORW. Riparian corridors are not applicable for this type of development. The substrate in Bogue Sound is mostly sand with some silty areas. There are SAV beds approximately 10' to 20' to the east and west of the existing channel markers however no SAV's or shellfish beds were observed within the proposal project area (canal, basins and channel). 10. Project Description: The Salty Shores canal was originally opened to Bogue Sound in 1976 without state or federal authorization and due to an enforcement action taken by the USACOE, was closed by an earthen plug placed at the mouth of the canal until 1984 when it was reopened through the first major permit 157 -84. This permit authorized canal maintenance and bulkhead construction however did not authorize the access channel. The existing marked channel was historically used to access the ICW and existed in aerial photography from the early 80's. The current existing major permit # 123 -01, which has been modified and renewed over the years, authorized the maintenance excavation of the existing canal, excavation of certain boatlift areas and excavation of the existing entrance channel. The current proposal is to maintenance excavate the entire canal (average of 53' wide), excavate two boat basin areas and excavate the entrance channel. To facilitate safe use of the entrance channel, the main portion of the canal as well as the boat basins and individual boatlifts along the canal properties, the applicants are proposing to maintenance excavate with a bucket to barge method. A total of 4,058 cubic yards of material would be removed below nhw from all the areas combined. The excavation dimension for boat basin one is 20' x 25', 65' x 45' for basin two, 53' x 1,550' for the canal and 40' x 600' for the entrance channel. All the areas have an average depth of -3' nlw /mlw (4.8' to 5' msl) with a proposed final depth of -4' nlw. The connecting water depths within this area range from - 4'nlw /mlw to - 4.5'nlw /mlw. Field Investigation Report: SSCOA Page 03 The excavation for the entrance channel would be located inside of the existing channel markers and approximately 10' to 20', depending on location, from the SAV areas. The width in between the channel markers is 40' but due to shoaling the entrance channel width has been reduced. The entrance channel was shown thru aerial photography as 40' wide in the early 90's and was previously excavated around 2009 to this width. A member of the SSCWA (Mr. Bobby Bell) has given written permission to dispose of the spoils onto his property located at 131 Salty Shores Road. The spoil location would be approximately 200' plus from normal high water, would have dimensions of 80' x 200' and would consist of 16,000 square feet. 11. Anticipated Impacts: The maintenance excavation for the basins, canal and entrance channel would disturb a total of 109,575ft2 of shallow bottom habitat and remove 4,058 cubic yards of sandy /silty material from the system. The excavation has the potential to cause a temporary increase in turbidity during excavation activities. In order to protect the SAV beds it is recommended a minimum distance of 10' from the excavation area be maintained. Name: Heather Styron Date: 5/8/13 Morehead City ATTACHMENT G. Additional Information a. Narrative We herby propose to dredge the existing center of Salty Shores Canal and channel to a depth of -5' MSL which is 3.9' below NLW. All to be done within the existing foot prints of the existing canal and channel. We also propose to dredge the existing boat lifts and slip areas to a depth not to exceed 4' below NLW. All dredging is to be done by a barge excavator with sandy silt (spoil) to be barged to the property of Bobby Bell where the spoil will be loaded onto dump trucks and hauled off site to 131 Salty Shores Rd.. This is in order to keep the existing Salty Shores Canal navigable and usable primarily for recreational purposes. We expect to dredge the canal some time in 2014 and would like to be able to perform any required maintenance of boat lifts, boat slip areas and canal over the next 5 years. The last dredging of the canal was done in July of 2008.
