ERIC BOYETTE SECRETARY The North Carolina Department of Transportation (NCDOT) Ferry Division is requesting authorization to add installation of two pile clusters to the scope of work for the Southport Dock Reconstruction project. The dock has been partially completed and vessels have been able to start pulling into the tie-up slips. The existing clusters have not been able to stop the vessels as expected and are therefore allowing them to travel too far forward into the two piles that will support the davits. If left as -is, we believe damage to both of the piles and the dock decking is imminent. Ferry is proposing installation of two 5-pile clusters in front of the davit piles as depicted in Attachment 1. The other two attachments have been provided for additional reference on the location of the piles that will be compromised if additional clusters are not installed. A total of ten 12" piles would be used to protect the dock and would result in impacts of approximately 8 square feet. The installation of the piles would be accomplished by pile driving and/or the use of a vibratory hammer per the conditions of the 11/10/2021 Minor Modification to CAMA Permit 561. Department of Transportation Ferry Division 159 Lucinda Lane, Powells Point, NC 27966 RE: Letter of Authorization, CAMA Permit No. 561, Southport -Fort Fisher Ferry, Brunswick County Dear Mr. Doliber: This letter is in response to the N.C. Department of Transportation (NCDOT) request dated June 30, 2021, including the attached drawing dated June 29, 2021. The request is for authorization to add the installation of two, 5-pile dolphin clusters to the Southport Dock Reconstruction Project, which was authorized by a Minor Modification of CAMA Permit No. 561 dated November 10, 2020, and a Letter of Authorization on May 4, 2021. According to the NCDOT request, ferry vessels that pull into the tie-up slips have been going too far forward and running into the piles that will support davits for the ferry vessels. The NCDOT request indicates that installing two, 5-pile dolphin clusters will stop the vessels, preventing future damage to the davit piles and adjacent docks. The two, 5-pile dolphin clusters would be installed via pile driving and/or vibratory hammer methods. The two dolphin clusters would impact approximately 8 square feet of surface waters. Please be advised that through this Letter of Authorization, the Division of Coastal Management (DCM) conveys its determination that the revision as described in the NCDOT request dated June 30, 2021 is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of CAMA Permit No. 561. This letter shall be attached to the original of CAMA Permit No. 561, which was issued on February 18, 1972, as well as all subsequent modifications, renewals, and letters of authorization, and copies of all documents shall be readily available on -site when a DCM representative inspects the project for compliance. All conditions and stipulations of the active permit shall remain in force unless altered herein.
