Sir,
On February 13th, 2021, through February 15th the Dallas Waste Water Treatment Plant experienced
a total of 3 3/4 inches of rain. The heaviest of which was on February 15th, a total of 2 3/4 inches within
an hour. It led to these limit violations.

During the rain event I made the effort to try and hold the WW'1'P within permit limits and prevent
it from hydraulic overloading by turning RAS fully open on East Basin and West Basin and had waste
valves open at same time. Filling both digesters up during rain event. Which would give proper time for
treatment by taking some of the high flow. I Also shut blower one off to help keep solids down during
high flow The flow rate just exceeded the system's designed flow rate. Effectively causing these
violations of our permit. We regret going non -compliant that corresponding week and for the month.
We thrive to stay within permit limits and meet all guidelines. New measures are currently under
construction to take some of the flow off the plant. There is an interconnect being constructed to take
150,000 gallons a day and reroute it to Gastonia's Long Creek WWTP. Which will give our plant a much
needed break until we can upgrade. The interconnect is under construction now and scheduled to be
complete December 2021.
Any questions concerning this non -compliant event are welcome.
Thank You,
Michael Stafford/ORC
