Re: Management Summary: Phase II Archaeological Evaluation of the J. L. M. Farms Site
(31JT389 &389 * *) and the Baker Site (31GR211), Piedmont Natural Gas Line 5b Looping Project in
Johnston, Wayne, and Greene Counties, ER 12 -2106
Dear Mr. Libbon:
Thank you for your letter of April 16, 2013, enclosing a copy of the management summary for the Phase 11
evaluation of 31JT389 &389 ** and 31GR211.
After reviewing your summary of the shovel tests and test units excavated during this Phase 11 work, we concur
that those portions of the following properties within the proposed pipeline APE are determined not eligible
for listing in the National Register of Historic Places:
31JT389 &389 ** and 31GR211
Because the low density of material culture encountered, the limited number of diagnostic artifacts recovered,
and a lack of cultural features, limits these sites' ability to contribute to an understanding of the prehistory and
history of the area.
AK Environmental has recommended that no further archaeological investigation be conducted in the portions
of these two sites within the proposed APE for the pipeline. We concur with this recommendation since these
site portions are not significant archaeological resources.
We, therefore, recommend no additional archaeological investigation be conducted at 31JT389 &389 ** and
31 GR211. Should project plans change, necessitating pipeline work within untested portions of
31JT389 &389 ** and 31GR211, please contact us.
We appreciate the manner in which phases of this project have been presented to us, and look forward to
receipt of the overall final report, incorporating all project phases in one volume. Two copies of this report
should be forwarded to us for review and comment.

Please submit sites forms for both the revisits and newly recorded sites, attaching individual site maps and
artifact inventories to each, prior to submission of the report, or accompanying it. Please complete both new
and revisit forms for 31JT389 &389 ** and 31GR211.

Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR
Part 800.
