Box 281 Warrenton, NC 27589 Subject: Compliance Evaluation Inspection Town of Warrenton Collection System Permit Number WQCS00092 Warren County Dear Mr. Davie: On June 28, 2021, Stephanie Goss of the Division of Water Resources conducted the subject inspection. The assistance of William Perkinson, Kenneth Champion and William Terry during the inspection was appreciated. Below is a list of findings developed from the inspection: 1. The permit became effective June 1, 2016 and will expire on May 31, 2024. 2. The Town of Warrenton’s wastewater collection system has approximately 21 miles of gravity sewer, 8 miles of force main, 7 simplex pump stations that discharge to a pressure sewer and serve a single building and 4 duplex pump stations. 3. A Fats, Oil and Grease (FOG) program is implemented and in use. Educational materials are mailed out twice a year per permit requirements. 4. The Capital Improvement Plan (CIP) was not available during the inspection. Please provide a CIP that covers a three to five year period and includes a goal statement, description of the project area, description of the existing facilities, known deficiencies and forecasted future needs including cost analysis. 5. Sanitary sewer overflow (SSO) cleanup, pumping, and reporting procedures, which includes a response action plan was up to date. There has been one reportable SSO’s at the Town of Warrenton’s collection system during a 2-year period ending May 2021. The SSO cleanup, pumping, and reporting procedures meet all permit requirements. Records for SSO’s are kept for over three years. According to ORC records, approximately 2.14 miles of gravity sewer lines were cleaned in 2020 which is 10.2%. 7. Four pump stations were inspected: Red Hill Loop Road, John Riggans, F.M. Mobile Home Park and Warrenton-Ridgeway Road. All four pump stations have identification signs, secured access, appeared in good condition and were free of excess debris. All audible and visual alarms functioned when the high-water floats were activated. A logbook for each pump station was available to view during the inspection. The John Riggans and F.M. Mobile Home Park pump stations have a generator onsite and both generators operated successfully. The Red Hill Loop Road and Warrenton-Ridgeway Road pump stations have quick connects for mobile generators. 8. Mr. Perkinson stated that the Town of Warrenton that the wet wells in the pump stations are emptied yearly. 9. Maintenance logs were reviewed and appeared satisfactory. 10. All four high priority lines were inspected: Horse Branch aerials near the old prison and Franklin Street, and the Possum Creek aerials at Warren Street and the Armory. All high priority lines appeared straight, rust free and in good condition. The right of way (ROW) was being maintained for all lines. Mr. Perkinson stated that high priority lines are inspected twice a year. 11. An up-to-date map of the collection system was available which included direction of flow, pipe size, pipe material, pipe location, pipe age, pump station identification and location.
