The City of High Point has received the enclosed approval for authorization to operate (ATO)
the Westside WWTP (Permit NC 0024228) at 10 MGD. The purpose of this letter is to serve as
notification that the Westside WWTP is ready to operate at 10 MGD and the City of high Point
is requesting that the 10 MGD flow tier be activated on July 1, 2021. Please do not hesitate to

A letter of request for an Authorization to Operate was received June 4, 2021, by the
Division of Water Resources (Division). Per the Authorization to Construct permit 024228A03
issued on October 9, 2013 with the submitted final Engineer's Certification sealed on March 12,
2020, and the NPDES permit NC0024228 issued on February 12, 2021, the Westside WWTP is
hereby granted an increase in permitted capacity from 8.2 MGD to 10 MGD, with discharge of
treated wastewater into the Rich Fork Creek in the Yadkin -Pee Dee River Basin. The new permit
limits associated with the permitted capacity of 10 MGD will apply upon notifying the Regional
Supervisor of the Water Quality Permitting Section of Winston-Salem Regional Office. Additional

This Authorization to Operate is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NC0024228 issued effective February 12, 2021, and shall be subject to revocation
unless the wastewater treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0024228.
