Mooresville Board of Commissioners Town Hall
ACTION: A motion was made by Mr. Randall and seconded by Mr. Campbell to
approve a recommendation from the Mooresville Planning Board to amend the R8
Zoning District concerning Section 5.15 "Exceptions to required rear yard setback
measurements" and maximum lot coverage percentages in the R6, R6MH and R8
Zoning Districts as shown in the attached amendment. The motion was
unanimously approved. (See attached).
5. A public hearing to receive comment on the formation of a Redevelopment
Commission and to adopt a resolution declaring that there are blighted areas in
Mooresville.
The public hearing was properly advertised and was opened at 7:15 p.m. Shelley
Williamson, Centralina Council on Governments, was available to answer
questions. Frank Smith asked if definitions should be put into the resolution. The
town attorney explained that the general statutes of North Carolina do contain
definitions under the redevelopment section of the statutes. Mr. Smith said his
concern is the definition of the terminology with respect to blighted areas. There
was no other public comment, and the public hearing was closed at 7:17 p.m.
ACTION: A motion was made by Mr. Jones and seconded by Mr. Brannon to
approve the Board of Commissioners serving as a Redevelopment Commission per
GS 160A-505 and to adopt a resolution declaring that there are blighted areas in
Mooresville. The motion was unanimously approved. (See attached).

amending Article 4: Water Supply Watershed Regulations.
The public hearing was properly advertised and was opened at 7:18 p.m. The
planning director reviewed the recommendation for approval from the Planning
Board. There was no other public comment, and the public hearing was closed at
7:20 p.m.
ACTION: A motion was made by Mr. Nantz and seconded by Mr. Shoe to approve
a recommendation from the Mooresville Planning Board for approval of Zoning
Ordinance Amendment concerning Article 4: Water Supply Watershed
Regulations. This includes Article 4: Definitions of Terms Used in this Ordinance
and Section 4.2: Definitions of Specific Terms and Words, as written in the
attached document. The motion was unanimously approved. (See attached).

concerning amending Article 4: Water Supply Watershed Regulations.
The public hearing was properly advertised and was opened at 7:22 p.m. The
planning director reviewed the recommendation for approval from the Planning
Board. There was no other public comment, and the public hearing was closed at
7:24 p.m.
ACTION: A motion was made by Mr. Brannon and seconded by Mr. Jones to
approve a recommendation from the Mooresville Planning Board for approval of
Subdivision Ordinance Amendment concerning Article 4: Water Supply
Watershed Regulations. This includes Article 4: Definitions of Terms Used in this
Ordinance and Section 4.2: Definitions of Specific Terms and Words, as written in
the attached document. The motion was unanimously approved. (See attached).
8. Consideration of adoption of a resolution of Intent for Annexation of all areas
being considered for annexation by the town.
Mike Rose, Centralina Council of Governments, reviewed materials related to
annexation, including the Standards of Services Report.
ACTION: A motion was made by Mr. Shoe and seconded by Mr. Campbell to
adopt a resolution of Intent for Annexation for all areas being considered for
annexation by the town; to call for a public hearing on the annexation to be held at
the Mooresville Citizens Center April 22; and to adopt the completed Standards of
Service Report. The motion was unanimously approved. (See attached).
9. Consideration of a review and updating of the town's Taxicab Ordinance.
Joe Puett, police chief, feels that we need to update the taxicab ordinance through
research and comparison with neighboring towns' ordinances. This item was
brought to his attention when a local taxi franchisee requested permission to allow
them to charge double during severe weather when it is considered hazardous to
drive. Chief Puett wrote in the attached letter that he feels that this would be a
form of price—gouging and would not be consistent with practices allowed in other
cities.
ACTION: A motion was made by Mr. Jones and seconded by Mr. Brannon to
