A. Overall Submittal Package:
On June 3, 2021 a major modification application package was submitted to the Non -Discharge
Branch for the Shallotte WWTP wastewater irrigation system (WQ0000798). A second project
was submitted to the Non -Discharge Branch for the new Mulberry Branch WRF high -rate
infiltration system (WQ0042579) on June 4, 2021. Upon initial, cursory review by our central
office and regional office staff, it appears that these two submittals are almost identical.
Additionally, the uploaded file for this project (WQ0000798) was considerably unorganized, with
the cover letter being found at page 579 and the application document being found on page 582,
respectively. The Non -Discharge Branch formats the typical additional information request letters
with the following sections - which may assist in organizing the resubmitted packages for each
project: Cover Letter/Executive Summary, Application Fee, Application, Property Ownership
Documentation, Soil Evaluation, Agronomist Evaluation, Hydrogeologic Report, Water Balance,
Engineering Plans, Specifications, Engineering Calculations, Site Map, Power Reliability Plan,
Operation & Maintenance Plan, Residuals Management Plan, and Additional Documentation (i.e.
Certificate of Public Convenience and Necessity, Existing Permits, Final Environmental
Document, Floodway Regulation Compliance, Operational Agreements, Threatened or
Endangered Aquatic Species Documentation, and Wastewater Chemical Analysis). Depending on
the project type and scope, some of these review areas may not apply and other specific
documentation may be necessary that is not listed here. These review areas are outlined within the
most recent version of WWIS 06-16 for wastewater irrigation systems to greater detail, please
review and organize your submittal accordingly for our review.
