NORTH CAROLINA June 25, 2021 NCDEQ Corey Basinger, Regional Supervisor Mooresville Regional Office 610 East Center Avenue, Suite 301 Mooresville, NC 28115 Subject: Response to Notice of Violation Tracking Number: NOV-2021-LV-0445 Permit No. NC0031836 Fourth Creek WWTP Dear Mr. Basinger, The Fourth Creek WWTP has an open storage pad that we use to store dewatered sludge on for both the Third Creek and the Fourth Creek WWTP's. There are several storm drains on this pad that direct the rainwater back to the head of the WWTP. The months of February and March produced some rain events that saturated the dewatered sludge on the storage pad. The rain events also caused the Influent flow to increase considerably. With the increased flow due to the rain and the runoff from the sludge storage pad coming back to the head of the WWTP is the cause for exceeding the weekly average and the monthly average for the Ammonia Nitrogen concentration The City of Statesville is looking into several options to prevent these issues from occurring in the future. • Option A- Assess a cost estimate to build an equalization basin to help manage the hydraulic profile of the influent stemming from I & I. • Option B — Install a cover over the open storage pad to keep the dewatered sludge from absorbing any rainwater and conveying it back to the headworks of the WWTP to be treated again. The City of Statesville has completed a study with McGill Engineers for a future plant upgrade that specifically addresses biological nutrient removal as well as the increased flow.
