Department of Environmental Quality Division of Water Resources Non -discharge Compliance/Enforcement Unit 225 Greene Street Suite 714 Fayetteville, North Carolina 28301 Dear Mr. Dunlap, JUN 0 9 2020 WCW,1 )S v.! PrCICINIA This memo is to address the required written response requested from the Notice of Violation sent on April 13, 2020. We intend to do our best to explain the corrective actions that have been taken and will include documentation of many expenditures that have been made in an effort to improve the farm and address the violations. Violation 1: We have fully explained to our farm manager the importance of reporting to us any and all events like this that may be problem so we can follow the guidance of reporting in the permit. The OIC rented a trash pump the next day and pumped as much waste as possible back into the spray field Violation 2: In future we will report any failure of any component of our waste management system resulting in a discharge to ditches, surface waters, or wetlands. We will also have more oversight over anyone operating equipment under OIC supervision. Violation 3: We have fixed the irrigation guns and will now meet the designed wetted diameter. We also went over the proper use with our employees. Violation 4: We will replant all fields that are in need and make sure the over seed takes a stand in fall and if it fails to make an adequate stand we will re -plant. Violation 5: All trees, shrubs, and other woody vegetation have been removed from the dike wall. The bare areas on the lagoon have been reseeded. We are required to have our Lagoon Gauge verified and we have notified our service company and integrator of this need. We intend to get it certified as required in the permit. Violation 6: This scenario was caused by a wet winter making it hard to land apply. We plan to speed pumping times so as to apply waste at a lower rate to avoid ponding. We will not pump unless it is dry enough to hold the water without runoff or ponding. Violation 7: We will now start keeping application records per gun not by zone so it easier for everyone to understand. A new map and waste plan have been created to help with this. All applications will be separated to make it easier for everyone to understand. This was old way of doing things to simplify entering hundreds of irrigation times and no one has knowingly put any incorrect acres on any forms. We plan to do a better job of recording irrigation events and do a better job making sure we are in the proper location on the map when cross-referencing the pumping information.
