II. Description "Facilities
A. Collection System
The Town of Robbinsville service area covers approximately 17 miles. The Town provides service to
areas from Tallulah to Tapoco Road. The entire 17-mile system is gravity fed to the lift station at 6
Knight street. There is only one Pump station within the collection system and there is approximately
306 MH's system wide. The Towns collection system is considered fairly new. Most of the lines have
been replaced with ductile iron pipe (DIP)or polyvinyl chloride (PVC). There are very few terracotta
lines left within the system. Pipe size ranges from 4 inches to 8 inches. There are approximately 554
sewer customers.
B. Wastewater Treatment Plant (WWTP)
The present wastewater treatment plant (WWTP) is a .630 million gallons per day (MGD) Extended
aeration of secondary treatment plant serving the Town of Robbinsville and the county overall the
town services approximately 554 sewer customers. In 2020 the facility treated an average daily flow of
377,500 gallons per day. The plant consists of a step -bar screen with a screw conveyor for preliminary
treatment. First and second stage aeration basins along with a circular clarifier for secondary
treatment. Disinfection is done by UV effluent. Residuals are held in two 75,000 gallon aerobic
digesters until dewatering is completed by a .75 meter belt press. Dewatered sludge is then stabilized by
using alkaline stabilization and heat treatment process. The WWTP produced approximately 200 ton
of dewatered sludge in 2020.
HL Performance measures
A. Collection system
• The Town of Robbinsville preventative maintenance program consist of high-pressure jetting
and visual inspection. This year 10,725 lineal feet of pipe was cleaned and inspected; this is
approximately 12% of the sewer system.
• Maintenance crew inspected system and aerial lines every rainfall. Inspected system twice
annually maintenance keeps a log of all sewer cleanings and aerials every time they are
cleaned and inspected.
• The collection system recorded 1 reportable sanitary sewer overflow (SSO) in 2020.
A Wastewater treatment plant (WWTP)
• The wastewater treatment plant had one Notice of Violation (NOV) in February that
exceeded the permitted flow of the plant. The wastewater treatment plant (WWTP) continues
to provide effective/ efficient treatment services to the community averaging BOD and TSS
removal efficiencies well above the NCDENR and EPA requirements. Flow to the wastewater
treatment plant is below capacity for the plant with an average flow 377,500 gallons per day
in 2020 Increased customers and well above average rainfall were major contributors to
increased flows. The wastewater treatment plant remained in compliance for all permitted
parameters except flow in February in 2020 due to flooding.
