In response to April 16th incomplete package application letter I received for the Chandler
Hills Development DWQ project # 07 -2257, Ver 2, I have repackaged the permit application
with 7 copies of all the maps and application materials. If there are any questions or you need
some additional information please let me know, you can call or email me at
wmullin @jhcarterinc.com. Enclosed you will find the resubmitted PCN form, the added swale
drawings that illustrate the handling of road runoff and additional resubmitted related materials
for the Chandler Hills development located at 7 Lakes West in West End, Moore County, NC.
The site had been permitted for impacts in 2008, by the Garners. They submitted and received
the original Nationwide Permit No. 29 (Action ID 2003 - 00301) for the property. Due to the
economic down turn over the last few years the project was not initiated. The property has now
changed ownership; Community One Bank now controls the property. Community One Bank
would like to continue with the development of the property using the original design the
Garners developed. As the original permit is expired and Community One Bank is the current
owner we would like this letter to serve as request for a reissuance. The bank did not change the
original design other than illustrating the swales on the roads sides to handle runoff. Please
review the materials enclosed for your consideration. If you have any comments or questions

project. The DWQ has determined that the application was incomplete and/or provided inaccurate
information as discussed below.
Additional Information Requested:
® This project was returned in December, 2012. Please see the enclosed copy of the letter of
return. It states that you must submit a complete application package along with the
appropriate fee. Please submit five (5) PCN applications and map sets signed and dated with a
current date. The appropriate fee amount to remit is $240.
Please submit this information within 30 calendar days of the date of this letter. This letter only addresses
the application review and does not authorize any impacts to wetlands, waters or protected buffers.

Looking over my files I realized that I needed to resubmit some materials for the
Chandler Hills Development DWQ project # 07 -2257, Ver 2 as we did not get the updated swale
drawings in time from the surveyors to submit to your office before the review period expired.
Enclosed you will find the resubmitted PCN form, the added swale drawings that illustrate the
handling of road runoff and additional resubmitted related materials for the Chandler Hills

The North Carolina Ecosystem Enhancement Program ( NCEEP) has received a check as indicated above as payment for the
compensatory mitigation requirements of the 401 Water Quality Certification/Section 404 /CAMA Permit(s) issued for the
above referenced project. This receipt serves as notification that your compensatory mitigation requirements associated with
the authorized activity as specified below have been satisfied. You must also comply with all other conditions of this
certification and any other state, federal or local government permits or authorization associated with this activity.
The NCEEP, by acceptance of this payment, acknowledges that the NCEEP is responsible for the compensatory mitigation
requirements associated with the project permit and agrees to provide the compensatory mitigation as specified in the permit.
The mitigation will be performed in accordance with the Memorandum of Understanding between the NC Department of
Environment and Natural Resources and the US Army Corps of Engineers dated November 4, 1998, as indicated below.
