Amy: The Pre-construction notification (PCN) for the proposed NCDOT/SR 1472/BR 63/Division 9/17BP.9.R.5 Project (SAW- 2019-01111), received on May 28, 2021 is incomplete. In order for us to continue evaluating the proposed project, please provide the following information: 1. The PCN indicates NCDOT is requesting verification of this project under the USACE Regional General Permit #50. The cover letter requests verification under NWP #14. Based on our review of the available information, this project could be permitted under either of these existing General Permits. Please let us know your preference. Please utilize the GP50. Sorry about that! 2. The site number and aquatic feature labels in the PCN (Sections D.2 and D.3) are not consistent with the site numbers and aquatic feature labels on the submitted plans. In this instance, based on a review of these documents and the preliminary jurisdictional determination, we were able to match the PCN impact requests with the plans. However, for the wetland impacts (Site #1 and #2), we are unable to determine the extend of the impacts from the plans. Please provide different/contrasting hatching for the portion of wetlands to be impacted at these sites and/or larger scale plans to accurately identify the proposed impact areas. Color coordinated plans are attached. 3. Please provide some additional information regarding the proposed driveway. Specifically, please indicate the purpose of the driveway. Based on a review of the PCN/plans we are unable to determine the purpose of the driveway (it doesn’t appear to connect with any other features) and the associated impacts. 1 There is currently a grassed driveway for access to the existing utility line. The new bridge will require approach guardrail. The guardrail will block off the access so we have to relocate the driveway as shown on the planes.
