Dear Mr. Norris:
The Wilmington Regional Office received previously requested information for the Stormwater
Management Permit Application for Fireball Motor Speedway on November 8, 1996. A preliminary review
of that information has determined that the application is not complete. The following information is needed
to continue the stormwater review:
1. The grassed parking must be accounted for as impervious area on the application form.
Enclosed please find the original application for your convenience in making the change.
2. Please delineate the extent of the parking, or if parking will not be delineated by the use of
timbering, assume that all available grassed area will be parking. Hopefully, low density
limits can still be met.
3. Provide 2 sets of revised plans.
4. Delineate all wetlands on site, or note on the plans that none exist.

Dear Ms. Lewis:
Regarding your comment letter of September 5, 1996, we are responding as follows:
1. Spectators will sit in open bleachers situated on uncovered earth beneath. No
impervious surface will be created. Due to the use patterns for this facility the owner is
proposing grass parking lots. These areas have been shown on the revised plan which
is enclosed.
2. Access is to be off the existing dirt road shown on the east side of the site.
