Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* The site consists of historically disturbed forested areas and maintained clearing. Surrounding properties are a mix of commercial, residential, and forest land. 4b. Explain the purpose of the proposed project:* The site is proposed to be developed for a mini -storage facility. In order to develop the property, a crossing of the eAsting stream channel, which bisects the property, is required as the stream cuts of access to the majority of the upland areas on the parcel. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: An access road will be constructed from Raeford Road north through the site. Parking and one storage building will be located on the south side of the stream, and additional storage buildings to the north as shown on the attached plans. Stormwater detention basins will be constructed on either side of the stream to control and treat runoff from the impervious areas. The stream crossing will be accomplished using a 72-inch reinforced concrete pipe to convey flows from an wasting 42-inch pipe under Raeford Road. The larger pipe size is necessary as the high velocity flows encountered in the stream have created a 6+ foot deep incised channel. Standard equipment will be used to construct the project. 5. E. Impact Justification and Mitigation v 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The stream crossing has been designed to be close to perpendicular, considering the angle of the stream bisecting the site. Permanent impacts have been reduced to the greatest extent practicable to minimize stream loss and avoid compensatory mitigation for a severely degraded stream channel. Rip rap placement in the bed of the stream (below natural bed elevation) is required to stabilize the outlet, but will not cause a loss of stream function as the stream substrate already contains a high amount of riprap and debris. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Erosion control, including silt fencing, check dams, and other erosion control measures (see attached construction plans), will be installed to prevent water quality degradation. All slopes will be stabilized and vegetated upon completion of construction. Stormwater BMPs will be installed and maintained per City of Fayetteville requirements. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. If this project DOES NOT require Compensatory Mitigation, explain why: Permanent loss of stream has been limited to below the 150 linear foot requirement for Nationwide Permit 14. The stream is currently incised and degraded from the 42-inch pipe under Raeford Road, and there is limited aquatic function in the stream. At the time of site visit (April 7, 2021) during a wetter than normal period, only pools were present as the stream channel is very "flashy" and seems to flowonly after rain events. The stream was designated as perennial due to the presence of water in the channel and the amount of debris and riprap that may mask base flows. F.
