This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG500591. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The inspection was conducted to determine if the system is being operated and maintained in compliance with General NPDES Permit No. NCG500000. Marcus Pitts (Lead EHS Professional) was present during the inspection. No deficiencies were noted during the inspection. The Marshall Hydroelectric Plant consists of two Kaplan turbines. This facility is unique because the turbines sit at a 45-degree angle. At the time of the inspection only one unit was operational; the other unit was down for maintenance. The water intake contains a rake which automatically rakes debris from the intake area and off the bar screen. There is one sump at the facility with a skimmer and oil detection. If oil is detected the system triggers an alarm at the Duke operated Regulated Renewables Operations Center (RROC) and the pumps automatically shut down to prevent discharge. The Spill Prevention, Control, and Countermeasure (SPCC) Plan thoroughly outlines appropriate spill response. Drainage inside the powerhouse is directed to the sump. At the time of the inspection, the tailrace was free of foam and debris. The transformer sits inside a containment area. When this containment fills with stormwater it is checked for oil prior to being discharged into the river. The sampling locations are appropriate and representative. NCG500591 17 (Cont.)
