1 have completed review of the submitted information pertaining to the above referenced facility and
include the following recommendations and comments:
1. Waste Utilization Plan
• There are two different PAN rates used for the small grain overseed (75 ib. & 100 lb.). All seven
fields are coded as "Small Grain -Grazed" and should either be 75 lb. or 50 lb. rates, unless an old
WUP can be provided to grandfather the higher rates.
2. Wetted Acre Determination
• A map must be provided that is to scale and includes the entire farm on one sheet. Maps
included in this package did not have a scale and were cut up onto several different pages.
• Wetted acre calculations are not on approved computational worksheets. A separate
computational worksheet must be used for each field, including wetted diameter and sprinkler
spacing for each field.
• The field data worksheet was not included in this package. The field data worksheet contains
pump and sprinkler information and is required for wetted acre determinations.

• Several fields were calculated using sprinklers that were classified as exterior that should be
calculated as interior.
3. General Comments
Most of the above referenced comments directly influence the facility's total wetted acreage as
compared to the PAN produced. It is the opinion of this office that the submitted package does not
justify the permit modification. Corrections to the WUP and wetted acreage determination must be
completed in order to show that this facility has enough wetted acres to treat the increased PAN
production generated by the increase in animal numbers.
