This letter shall serve as the Town's required response to the April 29th, 2021 letter to the
Town documenting violations of the Town's NPDES permit. (Permit No. NC0027103).
Concerning the monthly average flow violation, during the month of February the Town received
an abnormally high level of rainfall (approximately 9.53 inches), which directly caused the
exceedances experienced. Please note that the Town has known for some time that a plant
expansion is necessary and was recently awarded funds to upgrade the plant by approximately .67
MGD. The Town is also targeting inflow and infiltration throughout the system.
Concerning the effluent fecal coliform Iimit violation, this resulted due to a lab error.
Unfortunately, the Operator in Responsible Charge was not appropriately informed regarding high
fecal during that week and was unable to make the necessary adjustments to correct the issue. The
responsible employees have been counseled and we do not anticipate this error again.
