Project Description: Replace Bridge No. 66 on US 70 Business over I-95 (no off-site
detour specified in review request).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
DESCRIPTION OF REVIEW ACTIVITIES,RESULTS,AND CONCLUSIONS: HPOWeb reviewed on 24
October 2018 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects
(APE). Johnston County current GIS mapping, aerial photography, and tax information
indicated a partly developed APE around a highway interchange with mostly commercial
resources dating predominantly from the 1980s to the 2010s (viewed 24 October 2018).
Several pre-1970 resources are unexceptional (some are also altered) examples of their types.
Constructed in 1955, Bridge No. 66 is not eligible for the National Register as it is neither
aesthetically nor technologically significant. Expansion of the study area in November
2018 (see attached) contains no above-ground resources of concern, and original
"no survey required"finding remains valid for project as currently defined.
No architectural survey is required for the project as currently defined.
WHY THE AVAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABLY PREDICTING THAT
THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN
THE PROJECT AREA: APE extends 1700 feet from either end of the existing bridge (NW-SE),
2100 feet to either side of the crossing along I-95 (SW-NE), and 500 feet to either side of the
centerlines to encompass proposed construction activities, plus expanded study area illustrated
in attached aerial map. The comprehensive county architectural survey and update (1980;
2003-2004), as well as later studies, record no resources in the APE. No National Register-
listed or—eligible properties are located in the APE. Google Maps"Street View"and other
graphics confirm the absence of architectural and landscape resources in the APE subject to GS
121-12(a) or Section 106 compliance.
Should any aspect of the project design change, please notify
NCDOT Historic Architecture as additional review may be necessary.
