The subject WWTP is permitted as 0.050 MGD, Grade II biological treatment facility. The following permit violations and deficiencies were noted during the subject inspection: In accordance with Part I, Section A.(3) of the subject NPDES Permit NC0070289, the permittee shall perform an Engineering Assessment on the structural intergrity of the wastewater treatment plant no later than October 31, 2020. As of date of this inspection no report has been received by the Mooresville Regional Office. Annual Reports are not being submitted as required by House Bill 1160 and the Clean Water Act. Bulkhead between aeration basin and digester has rusted out not allowing proper operation of sludge digester and bio-solids removal. Settleability test indicates that facility is holding high amounts of bio-solids in aeration. High bio- solids in MLSS would account for reduced Dissolved Oxygen (DO), reduced Nitrogen and BOD removal and solids washout.
