Dear Mr. Hunkele:
Enclosed you will find the Fast Track Application for the Southwater Village Project. The project
proposes a total of 63,640 GPD of flow, of which only 29,160 GPD is proposed at this time, with the rest
reserved for future offsite development that will flow to the pump station that is part of this project.
The Southwater Village Project consists of the construction of roadways, underground infrastructure,
and a stormwater pond to accommodate the development of 81 single family and townhomes within a
24-acre parcel on Transfer Station Road in Fender County, NC. Additionally, a pump station will be
constructed within the development along with approximately 4566 LF of 4-inch force main that will
travel northwest along Transfer Station Road and under US HWY 17 where it will connect to the existing
force main.

Sanitary Sewer System Narrative
Southwater Village Development
Pender County, NC
Site Location and Description
The purpose of this project is to construct the residential subdivision known as Southwater
Village located in the Hampstead area of Pender County, NC. In total the subdivision
encompasses constructing roadways, underground infrastructure, stormwater control devices
and 81 single family and multifamily lots. The property is owned by LGI Homes - NC, LLC. The
project drains to Nixons Creek (SA/HQW)) via offsite piping and ditch systems. The project is
located in the White Oak River Basin. Currently the site is mostly woodlands with a few open
areas consisting of bushes and grasses. The surrounding area is mostly residential and light
industrial with Transfer Station Road to the north.
A new 180 gpm pump station will accept flow from the development, along with proposed
future flow from adjacent parcels to the east and south. Designed flow to pump station is as
follows:
• This development: 81-3-bedroom units - 29,160 GPD
• Future Offsite Development:
o Property to the East owned by JBEAU, LLC: 10-3bedroom units & 6,400 GPD of
Commercial Use - 10,000 GPD
o Property to the South owned by PENSCO TRUST CO CUSTODIAN FBO JEFF J
BEA: 51-4-bedroom units - 24,480 GPD
• Total Flow including future to Pump Station: 63,640 GPD
From the pump station, flow will be directed through the development and up Transfer Station
Road and across US-17 where it will tie into an existing forcemain owned by Pluris, LLC, which
ultimately flows to the Pluris's Hampstead Wastewater Treatment Plant. All proposed gravity
sewer lines, pump station and pressure forcemain lines will be owned and maintained by the
Pluris, LLC.
Sewer Design
The proposed sewer system includes the design and construction of approximately 3,231 LF of 8-
inch gravity sewer, 4,566 LF of 4-inch forcemain and a 180-gpm pump station. No portion of the
project is located within the 100-year flood plain and there no wetlands located onsite.
The proposed pump station is located within an easement in open space on the eastern portion of
the development. This easement has access to the proposed right of way for Coburn Drive and
therefore maintenance for the pump station should not be an issue. The pump station includes a
6-foot diameter wet well with valve vault, and an electrical control panel. The pump station is
designed for the complete construction this development, along with capacity for the future flow
described above.
This project including the future development proposes 63,640 GPD of sewer flow be added to
the Treatment Plant, which will put the plant's capacity up to 76% of its permitted flow.

tlic volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow front this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and lI plus all attached planning assessment addendums for which I

Then why not approve the flow later when they come forth for a permit for an onsite sewer system or modify this

The offsite total parcel acreage is about 4.5 acres. We are stubbing our gravity sewer on the property line for them to
tie into, but our project and proposed gravity lengths do not include their portion of the gravity sewer.
As for the tracking and modifying later, I assume Randy needs to chime in on that. I believe that was their plan in our
method of permitting this.
Randy, can you please follow up on this?

I can allocate it with a higher rate and condition the permit for Pluris to track usage and modify it later.

The 10 housing units are included in the current residential request.
From my understanding of the 2T rules, the 880 gpd/acre is a minimum rate. Therefore can we not request greater
flow? The developer is requesting 1820 gpd/acre, which would equate to the 6,400 gpd.

Okay, well we can't approve speculative flow with unknown uses unless we use the 880 gpd/acre rate in 2T. Then we
condition it that the Permittee must modify the permit once uses are known or continuously track connected flow
versus usage per 2T rates to avoid exceeding the approved flow without a modification. The 880 rate is pretty good for
lower volume commercial or even residential connections.
Are the 10 housing units you reference included in the current residential request or are they to be requested at a later
date?

Please provide information on how the 6,400 gpd was arrived at for off -site non-residential. The exact use for
the 6,400 GPD is not known currently. The owner of our project and that of the offsite development came to an
agreement to allow a total offsite flow of 10,000 GPD. That flow included 10 housing units at 360 GPD each,
which then left us with the 6,400 GPD. We assume it will be for a commercial use, but the exact use will
determined by the offsite developer.
• There are no plans to connect the transfer station is there? We are not proposing to connect to the Transfer
Station.
