EXPRESS REVIEW NOTIFICATION LETTER

On June 12, 2007, the Express Review Program of the Division of Water Quality (DWQ) requested additional
information to clarify your PCN application for the above referenced project. The DWQ has determined that this
information was incomplete/inadequate.
Please provide the following information so that we may continue to review your project and prevent denial
of your application as required by 15A NCAC 2H .0506:
1. Diffuse Flow Provisions as required by the Neuse Riparian Buffer Rule:
a. The slopes of the riparian buffer appear to be too steep (greater than six percent) for level spreaders in
three of the four quadrants of the road crossing: northeast, northwest and southwest. Per the
discussion between Alan Keith (Diehl & Phillips, PA) and Annette Lucas (DWQ 401 Unit) on June
19, 2007, the following solution has been agreed to in concept: The flow resulting from the one inch
per hour storm will be piped to areas on the site with appropriate slopes for diffuse flow.. Higher
flows will be directed via anon-erosive bypass channel directly to the stream.
b. The consultant will be responsible for providing a site plan, with topographic lines clearly depicted,
that shows that the riparian buffers downslope of the proposed level spreaders are less than six
percent as well as providing updated level spreader worksheets will all information listed in the
"Required Items" section.
c. The consultant will be responsible for showing that the bypass channels will not erode during the ten-
year storm event. Please ensure that all proposed level spreaders are designed according to the
DWQ Level Spreader Design Guidance (January 1, 2007).
Please respond within five (5) days of the date of this letter by sending three (3) copies of this information. The
Express Review Program is a process that requires all parties to participate in a timely manner.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
