Svarla, III Secretary The following comments by the North Carolina Division of Marine Fisheries (NCDMF) on the subject project are offered pursuant to G. S. 113 -131. The applicant is proposing to remove sediment from the pipes or culverts along Green Mill Run. The applicant will then re -grade to the original slope, stabilize the shoreline with Class B rip rap. This project will take place in 10 locations using varying amounts of rip rap (7.5 to 60 tons). Green Mill run contains both resident and catadromous fish (American eel, a federal species of concern). The applicant has stated that they will rock the bottom 5 feet of the slope, but they do not provide information regarding the amount of material that will be removed or the linear feet of rip rap in each location. The NCDMF is concerned regarding the placement of the rip rap in Green Mill Run and the potential for impact to the fishes and water quality. The applicant has not provided information as to the length of the rip rap or how much will be placed below the water line. The NCDMF requests that the applicant avoids and minimizes impacts to flows and fishes by placing rip rap in the existing location. Placing material outside of the current placement can restrict flows which can degrade water quality, prevent fish migrations, and cause future flooding.
