We have scheduled an on -site inspection of your laboratory for approximately 9:30 a:m., September
19, 2002. The scope of,the inspection will include all methods marked on Attachment I of the laboratory's
current North Carolina Wastewater /Groundwater Certificate and /or marked on the application for NC
Wastewater/Groundwater Laboratory Certification. A copy of the current Attachment I is enclosed for your
reference. The purpose of the inspection will be to verify the laboratory's documented quality control/quality
assurance procedures and adequacy in meeting the requirements of 15A NCAC 2H .0800.
Enclosed are inspection checklists for the upcoming inspection. Prior to the on -site inspection,
excluding the data review sections, please have your analysts complete each checklist. Any checklists that
your laboratory is unable to complete, or any specific items that you do not understand, will be completed
during the inspection. Completion of these checklists prior to the on -site audit, with comments by analysts
relating to specific procedural differences, will help avoid any unnecessary interruption of the analyst's
schedule.
Please return these completed checklists, with 5 copies of completed benchsheet data for each
inorganic parameter listed on your Attachment I. The checklists and requested data are to be received by this
office on or before September 5, 2002.
Please have available the DMR report sheets and corresponding bench data available for the months
of January and March and July 2002 for us to review. If further data or report sheets are required, we will
notify you during the inspection. These data sets will be used to assess the quality of your data during the
inspection.
Review your last inspection report to assure that all deficiencies have been corrected. If the
deficiencies cited in the inspection report have not been corrected, enforcement action will be recommended.

Enclosed is a report for the inspection performed on September 20, 2002 by Mr.
Frederick L. Bone. Where deficiencies are cited in this report, a response is required as
well as for all lettered comments and/or recommendations. Within thirty days of receipt,
please supply this office with a written item for item description of how these deficiencies,
comments and/or recommendations were corrected. If the deficiencies cited in the
enclosed report are not corrected, enforcement actions will be recommended. For
certification maintenance, your laboratory must continue to carry out the requirements set
forth in 15A NCAC for 2H .0800.

I. INTRODUCTION:
This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for
the analysis of environmental samples.
II. GENERAL COMMENTS:
The laboratory is spacious and well equipped. All facilities and equipment are well maintained. Records
are well kept and most data looked good. Some further quality control procedures need to be
implemented.
III. DEFICIENCIES, RECOMMENDATIONS, REQUIREMENTS, AND COMMENTS:
General:
1. DEFICIENCY: The laboratory is not making corrections to the data in an approved manner. Cited as
a comment in last years report
Note: There are numerous errors in each logbook and worksheet that are not corrected in an
acceptable manner. Many of the data entries are written over or scribbled out. Data entry points
corrected in this manner can cause the laboratory results to be suspect.
REQUIREMENT: If a mistake is made in data recording, the mistake must be removed by making a
single line through the incorrect entry, recording the correct entry beside mistake, and initialing and
dating the error. Ref: SW 846 Sept. 1994 Test Methods for Evaluating Wastes, Chapter One pg. 13
A. COMMENT: Some of the daily benchsheets used by the laboratory do not contain all of the
necessary labeling information. No units of measure are associated with some of the data values listed
on the plant bench worksheets.
REQUIREMENT: The laboratory must review all benchsheets and logbooks to ensure that every entry
is parked with the appropriate units of measure. Every number recorded on a benchsheet or logbook
must have an appropriate unit assigned to it.

Residual Chlorine and COD:
Action taken: The laboratory requested that its method for COD analysis be changed from 5220 C to
HACH 8000. In addition, the laboratory is now performing residual chlorine analysis by method 4500 G
instead of method 4500 D. These corrections have been made to the laboratory certified parameter list.
A copy of the updated parameter list is attached to this report. Please review this updated list to
ensure that all method citations are accurate.
Dissolved Oxygen:
C. COMMENT: The field personnel perform and document the air calibration of the dissolved oxygen
meter at the beginning of each analysis day. Samples are analyzed for dissolved oxygen in the early
morning and then again in the early afternoon. The laboratory field personnel do not recalibrate the
dissolved oxygen meter prior to the afternoon analysis. The field personnel do not recalibrate the meter
throughout each analysis day. Calibration information is kept on a separate log from the recorded
dissolved oxygen data values.
RECOMMENDATION: It is strongly recommended that the meter be calibrated throughout each analysis
day. This will ensure the accurate measurement of dissolved oxygen for this facility. It is further
recommended that the calibration information be recorded on the same bench worksheet as the data that
is being reported. This will allow for immediate verification that the meter is within proper calibration
specifications.
REQUIREMENT: Calibration: Follow manufacturer's calibration procedure exactly to obtain guaranteed
precision and accuracy. Generally, calibrate membrane electrodes by reading against air or a sample
of known DO concentration. Preferably calibrate with samples of water under test. Check one or two
points frequently to confirm original calibration. If calibration changes, the new calibration should be
parallel tothe original, provided that the same membrane materials are used. Ref: Standard Methods
18th Edition 4500-0 (2) and (3) p. 4-104.
IV. PAPER TRAIL INVESTIGATION:.
This consisted of comparing data reported on DMR's submitted' to this Division with the values obtained
on laboratory bench worksheets. Data reviewed for the months of January, March, and July 2002
indicated no problems in proper data reporting.
V. CONCLUSIONS:
Correcting the above deficiencies and comments will help the laboratory to produce quality data and meet
certification requirements.
