Dear Sir or Madam;
The following is submitted as required under Section E, General Permit No. NCG12000, by the
Macon County Landfill, located at 1448 Lakeside Drive, Franklin, North Carolina 28734;
Certification of Coverage Number NCG120083.
Attached is a signed copy of the Discharge Monitoring Report form for Period 1 for 2021 where
all outfalls were sampled. This was the first heavy rainfall in about three weeks and total
suspended solids in samples seem to be higher than normal. SDO-3, SDO-4, SDO-5 and SDO-7
all had exceedances in total suspended solids. After inspection of these outfalls, additional
sediment and erosion control practices have been applied or are planned. The ditch up gradient of
SDO-3 has been cleared and additional stone has been placed near the corrugated pipe where the
sample for this outfall is taken. The stone will add additional filtration and retention time for the
stormwater. For SDO-4 and SDO-5, silt fence has been ordered to replace parts of the silt fence
that has deteriorated at the sample points. The up gradient ditch to SDO-7, will receive additional
stone to improve the integrity of the ditch and increase retention time of the stormwater to help
filter sediment.
There were three outfalls over the benchmark for fecal coliform this period; SDO-1, SDO-3 and
SDO-5. SDO-1 receives flow from an area located in Phase I of the landfill, which stopped
receiving waste in the early 2000's. After inspection of this area, no known causes of the
increase in fecal coliform could be found. It is assumed the source for fecal coliform in this
sample was not due to waste, since the waste has been covered with 12 inches of dirt and has
good ground cover. The exceedances in SDO-3 and SDO-5 were higher than normally seen. The
clearing and additional sediment and erosion control practices applied to these outfalls as
mentioned above, should also help reduce the fecal coliform bacteria found in these outfalls.
