The North Carolina Division of Water Resources conducted an inspection of the City of Jacksonville
WWTF on 6/16/2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0009267. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the
inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the City of Jacksonville WWTF was conducted on June 16, 2021. The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0009267. William Brown, ORC, and Amy Palaschak, Supervising Chemist, were present during the inspection.
The City of Jacksonville WWTF consists on a three -train, multi -cellular biological treatment lagoon system and a 7400 acre
wooded irrigation site. The City is permitted for 9,000,000 gpd and is averaging 5,000,000 gpd. Each train consists of a 4.5
MG cell with four aerators followed by 3 MG cell with curtain baffle and 14 Blue Frog floating mixers. In 2018, the City
installed the Blue Frog mixers in all three trains, after a pilot study in 2016, to reduce solids. Staff indicated that the solids
level in the lagoons is accumulating at a slower rate and they predict the frequency of solid removal will decrease.
The City had exceeded their application rates in 2018 due to the effects of Hurricane Florence and the need to activate their
Emergency Action Plan for reduction of stored effluent in the combined EasVWest Storage Lagoon and the South Storage
Lagoon. Since that time, the City has taken steps to address these issues and has been in compliance for over a year.
Forestry management activities are continuous, to include cutting and clearing fields damaged during Hurricane Florence.
Equipment has been purchased that allows staff to move fallen trees without damaging field conditions as they maintain the
irrigation site. Culverts and ditches on irrigation site have been cleaned to allow stormwater to flow as designed. Irrigation
strategies have been identified to improve distribution of monthly application.
The facility is compliant with Non -Discharge Permit WQ0009267. Please review the comment sections of the inspection

Comment: The facility has two generators. One generator serves as the back-up power to the chlorine
building and scrubbers. A new generator, to serve the administration building, blowers, bar
screens, grit system and aerators is on site and waiting for initial testing and start-up by July. A
portable generator is available until then.

Comment: MW #10 continues to have high levels of TDS and will be evaluated for relocation during the
permit renewal later this year. MW #14 has had several high ammonia levels in the last couple
of years. The Wilmington Regional Office continues to monitor the trend. The facility lab,
Certification #128, analyzes BOD, TSS, TDS, ammonia, Total Phosphorus, fecal and field
parameters. The contract lab, Envirochem, Certification #94, analyzes remaining permit
parameters. Annual soil analysis was completed in October -November 2020. Plant operations
are documented on weekly and monthly check sheets. Plant and irrigation field maintenance is
logged on a new work order GIS app.

irrigation was observed during the inspection. The site and spray equipment was in good
condition. Ball valves are available on each line to manage land application as needed.
Irrigation equipment is calibrated by pressure readings and flow. A staff of -15 employees
maintain the 350 miles of irrigation lines. Premier Forestry provides professional forest
management for the City. The combined East/West Storage Lagoon freeboard was 8.9 feet
and the South Storage Lagoon freeboard was 10.5 feet during the inspection.
