Dear Mr. Brobst:
It is my understanding that the influent composite samples that are currently reported to DWQ
on the Monthly Discharger Monitoring Reports include both the wastewater that enters. Moore County
Water Pollution Control Plant and the internal wastewater returns. The wastewater returns are the
decant from the digesters, drainage from the drying beds, scum from the clarifiers, all Waste Activated
Sludge from both the First Stage and the Second Stage Aeration Basins, and any drainage from
tank/unit when being cleaned. According to 15A NCAC 2B .0503 (16), "` Influent' means the
wastewater entering a water pollution control facility." The influent monitoring sample should
contain only wastewater from septage haulers, Camp McCall wastewater, domestic wastewater, and
industrial wastewater.
Please send this office a response letter by May 19, 2003 addressing the influent sample
monitoring location. If applicable, please address why the present influent sample monitoring
location cannot be moved to a location where the influent monitoring sample contains only the
wastewater that enters the POTW. If you or your staff have any questions please do not hesitate to
