Concerning the BOD laboratory analysis for the sample that was collected on January23, the
sample results that I sent to you in the report dated February 26, 2007 was in error as to the BOD
testing laboratory for the Moore County sample. The Moore County Water Pollution Control Plant
laboratory performed it rather than Meritech as stated in the report. . Please attach this correction
letter to the February 26, 2007 report.

Concerning the laboratory analyses for samples that were collected during the week of the
January 22, 2007 Biomonitoring Inspection, the results of the laboratory parameters are as follows:
Total Suspended Solids = 7.0 mg/L, Biochemical Oxygen Demand = 29 mg/L, NH3 as N = 0.05
mg/L, TKN as N = 1.8 mg/L, NO2 plus NO3 as N = 14 mg/L, and P as P = 2.8 mg/L. In addition,
the Ceriodaphnia Chronic Multiple dilution toxicity samples that were collected during the same
week resulted in a 100%. They were sent to the Division of Water Quality Aquatic Toxicology
Laboratory (located on Reedy Creek Road in Raleigh). For additional information, please refer to the
Compliance Biomonitoring Inspection report, dated February 8, 2007.
Due to a discrepancy in the. Whole Effluent Toxicity (WET) results between the two
laboratories (Meritech, Inc. at 29%, and the Division of Water Quality Aquatic Toxicology
Laboratory at 100%), the Whole Effluent Toxicity samples that were collected by Moore County
WPCF sampling equipment on January 23 and January 26 will not be considered as a true split
because of the following two reasons:
1. the actual pouring into the cubitainers of Friday's 24-hour composite WET samples on
January 26 were performed at different times and with different mixing conditions, and
2. the percentages used in the dilution series were not the same for the two laboratories:
Meritech (10.25, 20.5, 41, 82, and 100%) and DWQ (15, 21, 41, 70, and 100%).
In addition, there was a discrepancy in the Biochemical Oxygen Demand (BOD) results
between Meritech, Inc. (BOD = 9.4 mg/L) and the DWQ laboratory (BOD = 29 mg/L). These
samples were taken from two different 24-hour composite samplers that started and finished at the
same time, from January 22nd to 23rd.
The reasons for the discrepancies of the BOD and the WET are being investigated. We hope
that the rationale and any corrective actions will yield beneficial results for the wastewater treatment
plant.

Enclosed you will find a copy of the Compliance Biomonitoring Inspection report for the
inspection conducted the week of January 22, 2007. The inspection included the same objectives as
that of a routine Compliance Evaluation Inspection plus an Aquatic Toxicity (AT) test to evaluate the
biological effect of the facility's discharge on test organisms. The Whole Effluent Toxicity samples
that were collected by Moore County WPCF sampling equipment on January 23 and January 26 were
split between your facility's laboratory (Meritech, Inc.). and the Division of Water Quality Aquatic
Toxicology Laboratory (located on Reedy Creek Road in Raleigh). The results will be sent to you
when they._are completed. In addition, a 001. effluent composite sample .was collected by DWQ's
sampling equipment at Outfall 001 on January 23 for the following parameters (which are currently
in your NPDES Permit): Total Phosphorus, Ammonia as N, Nitrate as N, Nitrite as N, TKN as N,
Total Suspended Solids, and five-day Biochemical Oxygen Demand. The results of these laboratory
parameters will be forwarded to you when the Division of Water Quality Chemistry Laboratory,
located on Reedy Creek Road in Raleigh, completes the analyses. As part of the inspection a tour of
the Wastewater Treatment Plant was conducted. All observations are in Part D. Summary of
Findings/Comments of this inspection report. It is recommended that the cleaning procedure
enclosed with this report be used for cleaning new tubing and the composite sampler container. If
you have any questions or comments concerning this report or require clarification on part(s) of this

The headworks pump station (Raw Sewage) Upgrade will consist of changing three pumps to four dry
submersible pumps. The capacity of the "pump station will increase to 10 MGD (from the present 6.7
MGD). Also, a new mechanical bar screen will replace the manual bar screen. There will be a pump
'station bypass line (a spur to pump up to the grit chamber). The influent wet well will be cleaned of the
grease. 30% liquid lime will replace the dry lime (silo). The POTW appeared to be in compliance with the
requirements of the NPDES permit.

Whole, Effluent Toxicity Sampling
• Sampler Cleaning Procedure
New tubing should be used for each site.•. It is not necessary to clean new tubing per the
following instructions, but is recommended. The objective of the following procedure is
to "bioassay clean" the internal peristaltic tubing and tubing strainer. A dedicated length
of tubing can be set aside expressly for cleaning that will be of the minimum length
necessary and therefore reduce the amounts of reagents required.
1. Draw hot soapy water into the sampler tubing until all tubing is full. Let stand for
five minutes. Laboratory grade (non surfactant) detergent should be used for this
purpose. ATU can supply this if necessary.
Expelsoapy water. .
3. Flush tubing with at least 500 mis of distilled/de-ionized water.
4. Draw 5% trace metal grade nitric acid into the sampler tubing until all tubing is
full. Let stand for three minutes.
5. Expel 5% nitric acid.
6. Flush tubing with at least 500 mis of distilled/de-ionized water.
7. Flush tubing with 500 misof 5% pesticide grade acetone.
8. Immediately flush tubing with at least one liter of distilled/de-ionized water.
When setting up the sampler in the field, the apparatus should be flushed with at least one
liter of sample prior to collection of the first sub sample.
