Frye, Wastewater Plant ORC (910) 281-3146 Treatment Plant & Collection System Description: The Moore County Water Pollution Control Plant is located at 1094 Addor Road in Aberdeen, North Carolina and operates under Permit No. �C003 075 The facility is designed to treat 6.7 million gallons a day (MGD) and consists of a raw sewage pump station, a mechanical bar screen, grit removal system, two primary clarifiers, two intermediate clarifiers, two final clarifiers, two aeration tanks, two digesters, and a chlorination/dechlorination system. The treatment plant uses a biological treatment process to remove pollutants in the wastewater that can potentially be harmful to the environment and to the receiving stream. The facility uses anaerobic digestion to treat the sludge removed from the wastewater. Two forms of sludge drying are being used. The first is mobile containment dewatering which is hauled to a facility and composted. The second method used to dry sludge is sand drying beds; once this sludge is dry it is hauled to a lined landfill. These processes are maintained by operators certified by the state of North Carolina and are inspected yearly by the North Carolina Division of Environment and Natural Resources (NCDENR). Reports are submitted monthly to the state that contain all the results of testing done on the incoming raw wastewater and treated water discharged from the plant. This facility has been in compliance with all permit limits set by the state and has passed with a satisfactory rating on this year's inspection. The treated water that is discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The wastewater enters the facility from a collection system that is made up of approximately 15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor system is tied into the collection systems of the following municipalities: Aberdeen, Carthage, Pinebluff, Pinehurst, and Southern Pines. The facility also receives flow from Camp MacKall through a line that feeds 1 directly into the facility's pump station. As part of this collection system, there are 13 monitoring stations that record flow information and two pumping stations that help lift the wastewater to the gravity lines. Moore County is the owner of the wastewater plant and collection system. It is also responsible for the Pinehurst Collection system that consists of over 20 miles of force mains, 150 miles of gravity lines, and 38 pumping stations. Performance July 2006 July 24, 2006 The Moore County Water Pollution Control Plant failed the multiple dilution toxicity test for the month of July 2006 with a result of 14.5%. The test was run as a result of a failed toxicity test in June. A result of 41 % was needed to pass for the month and an average of >41 % to pass for the quarter (June — August). Additional tests were run in July as an investigation into what may have caused the failure in June. The August result was a pass therefore making the Moore County WPCP non -compliant for the week and compliant for the quarter. August 2006 Moore County Public Utilities had a wastewater spill on August 8, 2006, of approximately 12,000 gallons from a suspected air line problem, at 211 Longleaf Drive W. Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Joe's Fork Creek. The discharge was first discovered on Tuesday, August 8, 2006, at 7:20 a.m. and continued for approximately one hour. The Division of Water Quality was notified of the event on August 8, 2006, at 8:15 am. Moore County Public Works had a discharge of an estimated 8,500 gallons of untreated wastewater from Southern Pines Monitoring Station Number 4 on Tuesday, August 22, 2006. The discharge was due to excessive rainfall (4.5 inches in 2 hours). The discharge was discovered on August 22, 2006 at 10:00 p.m. and lasted for approximately 3 hours. The diluted and untreated wastewater entered McDeeds Creek in the Cape Fear River Basin. The Division of Water Quality was notified of the event on August 23, 2006. Moore County Public Works had a discharge of an estimated 2,800 gallons of untreated wastewater from Southern Pines Monitoring Station Number 4 on Wednesday, August 30, 2006. The discharge was due to excessive rainfall (2.5 inches in 30 minutes). The discharge was discovered on August 30, 2006 at 2:30 p.m. and lasted for approximately 1 hour. The diluted and untreated wastewater entered McDeeds Creek in the Cape Fear River Basin. The Division of Water Quality was notified of the event on August 31, 2006. 2 September 2006 Moore County Public Utilities had a wastewater spill on September 9, 2006 of approximately 900 gallons due to a 6" hose blow off at 60 Sugar Gum in Pinehurst, North Carolina. The incident occurred on September 9, 2006 at 9:30 a.m. and ended at 9:32 am. The untreated wastewater entered Pinehurst Lake. The Division of Water Quality was notified on September 9, 2006 at 7:06 pm. October 2006 No overflows or permit violations November 2006 The Moore County Public Utilities had a wastewater spill on November 2, 2006 of approximately 200 gallons, due to roots in the line. The incident occurred at a manhole located between 43 Juniper Creek Blvd. and 55 Juniper Creek Blvd., Pinehurst, North Carolina. The discharge was first discovered on November 2, 2006 at 10:23 a.m. and lasted approximately one hour. The untreated wastewater spilled into a tributary of Joe's Fork Creek. The Division of Water Quality was notified November 2, 2006. December 2006 The Moore County Water Pollution Control Plant failed the quarterly pass/fail toxicity test for the month of December 2006. Multiple dilution toxicity tests were run in January and February to bring us into compliance for the quarter. For the months of January, March and April samples were split between two labs for purposes of comparison. Cleaning and sampling procedures were modified as well as plant processes and preventative maintenance during the toxicity sampling timeframe. January 2007 Moore County Public Utilities had a wastewater spill on January 2, 2007 of approximately 900 gallons, due to debris in the line. The incident occurred at 1010 St. Andrew Drive, Pinehurst, North Carolina. The discharge was first discovered at 8:45 a.m. on January 2, 2007 and lasted approximately one hour. The untreated wastewater spilled into a storm drain that was a tributary to Pinehurst Lake. The Division of Water Quality was notified of the event on January 2, 2007 at 3:35 pm. February 2007 Moore County Public Utilities had a wastewater spill on February 2, 2007, of an estimated 25,000 gallons from a broken sewer main at #2 Lake Pinehurst Villas in 3 Pinehurst, North Carolina. Approximately 25,000 gallons of untreated wastewater spilled into Lake Pinehurst, a tributary of Horse Creek. The discharge was first discovered on Friday, February 2, 2007 at 4:15 p.m., and the discharge continued off and on until February 6, 2007, 5:00 pm. The Division of Water Quality was notified February 2, 2007 at 4:30 pm. Moore County Public Utilities had a wastewater spill on February 4, 2007, of an estimated 25,000 gallons from a broken sewer main at 815 Lake Forest Dr. S.W. in Pinehurst, North Carolina. Approximately 25,000 gallons of untreated wastewater spilled into Lake Pinehurst a tributary of Horse Creek. The discharge was first discovered on Sunday, February 4, 2007 at 2:00 p.m., and continued until February 5, 2007, 5:00 pm. The Division of Water Quality was notified February 5, 2007 at 2:00 pm. Moore County Public Utilities had a wastewater spill on February 12, 2007, of approximately 4,000 gallons from a damaged sewer main which was inflicted by a contractor installing a drain line, located at Turtle Point Road and Golf Course #5, Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Horse Creek. The discharge was first discovered on Monday, February 12, 2007 at 2:00 p.m. and continued for approximately four hours. The Division of Water Quality was notified of the event on February 13, 2007 at 9:20 am. Moore County Public Utilities had a wastewater spill on February 27, 2007 of approximately 3,000 gallons from a damaged sewer main which was inflicted by a contractor installing a new water main, located at the intersection of McKenzie Road East and Hwy. 211, Pinehurst, North Carolina. The discharge was first discovered on Tuesday, February 27, 2007 at 9:00 p.m. and continued for approximately one hour. The Division of Water Quality was notified of the event on February 28, 2007 at 3:20 pm. March 2007 Moore County Public Utilities had a wastewater spill on March 5, 2007, of approximately 1,000 gallons due to unusual debris in the sewer system that caused a blockage at Pinehurst Lift Station 10-2 which is located at 355 Burning Tree Road. The incident occurred at a manhole located on the shore of Lake Pinehurst, in back of 115 Lake Forest Drive S.W., Pinehurst, North Carolina. The discharge was first discovered on Monday, March 5, 2007 at 9:08 a.m. and continued for approximately thirty minutes. The Division of Water Quality was notified of the event on March 6, 2007 at 8:12 am. Moore County Public Utilities had a wastewater spill on March 7, 2007, of approximately 200 gallons due to debris in the line from contractor work. The location was 3 West Lake Point, Pinehurst, North Carolina. The discharge was discovered March 7, 2007 at 1:50 p.m. and continued approximately one hour. The untreated wastewater spilled into Pinehurst Lake a tributary to Horse Creek. 4 The Division of Water Quality was notified of the event March 8, 2007 at 1:30 pm. April 2007 Moore County Public Utilities had a wastewater spill on April 5, 2007, of approximately 500 gallons from debris in the line at 50 Pine Valley Road, Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Horse Creek. The discharge was first discovered April 5, 2007 at 11:45 a.m. and lasted approximately one hour. The Division of Water Quality was notified April 5, 2007 at 3:00 pm. Moore County Public Utilities had a wastewater spill on April 16, 2007 of approximately 100 gallons from a root in the line at 100 Gingham Lane, Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Horse Creek. The discharge was first discovered on April 16, 2007 at 2:00 p.m. and lasted ten minutes. The Division of Water Quality was notified April 17, 2007 at 8:10 am. May 2007 Moore County Public Utilities had a wastewater spill on May 13, 2007, of approximately 5,000 gallons from damage to a force main, at 900 Diamondhead Drive Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Horse Creek (Lake Pinehurst). The discharge was first discovered on Sunday, May 13, 2007 at 6:30 p.m. and continued for approximately two hours. The Division of Water Quality was notified of the event on May 14, 2007, at 9:30 am. Moore County Public Utilities had a wastewater, spill on May 20, 2007, of approximately 900 gallons from grease and debris in the line near 202 Erin Hills Condos off of St. Andrews Drive, Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Horse Creek. The discharge was first discovered on May 20, 2007 at 11:15 a.m. and continued for approximately three hours. The Division of Water Quality was notified on May 21, 2007 at 9:15 am. Moore County Public Utilities had a wastewater spill on May 28, 2007, of approximately 2,000 gallons from a blockage in the manhole at 28 Riviera Drive Pinehurst, North Carolina. The untreated wastewater spilled into a tributary of Nicks Creek. The discharge was first discovered on Monday, May 28, 2007, at 9:00 a.m. and continued for approximately three hours. The Division of Water Quality was notified of the event on May 29, 2007, at 8:55 am. June 2007 5 Moore County Public Utilities had a wastewater spill on June 15, 2007, of an estimated 32,000 gallons caused by a pump failure at the sewer lift station located at 70 Sugar Gum Road in Pinehurst, North Carolina. Approximately 32,000 gallons of untreated wastewater spilled into Lake Pinehurst, a tributary of Horse Creek. The discharge was first discovered on Friday, June 15, 2007 at 8:00p.m. and continued for approximately 4 hours. The Division of Water Quality was notified on June 15, 2007 at 11:30 pm. Notification The availability of this report will be advertised in the local papers circulated in the Moore County area, and a Public Notice will be placed at the Moore County Public Works Building. This notice will inform all users and/or customers of the Moore County Water Pollution Control Plant that a report on the performance of this facility is available for their review. Anyone that wishes may obtain a copy at the Moore County Department of Public Works located at 5227 Highway 15-501 in Carthage, North Carolina, or can receive a copy by mail upon request. Certification I certify under penalty of law this report is complete and accurate to the best of knowledge.
