Inspection Summary:
A routine compliance inspection of the Town of Wrightsville Beach Collection System was conducted on June 10, 2021. The
purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified
in Permit WQCS00311. Bill Fay, ORC, and staff were present during the inspection.
The Town of Wrightsville Beach has one triplex, four duplex, and two simplex lift stations. Records of lift station inspections,
line cleaning, maintenance performed was detailed and complete. All visual and audio alarms tested during the inspection
were operable and notified operators through the SCADA system. From Lift Station #1, wastewater is pumped through the
Northeast Interceptor Sewer System, Segment I (NEI1), to the Cape Fear Public Utility Authority (CFPUA) Pump Station
#35. In 2017, the Town commissioned a study to evaluate the condition and reliability of the NEI1. Since this study, the
Town replaced approximately 650 feet of the NEI pipe along the northside of Causeway Drive near the boatramp to Pelican
Drive at the end of 2018. There has been discussion of CFPUA taking over the Town's Collection System, but nothing has
been decided to date.
The following compliance issues were observed during the inspection:
1. The required annual mailing of FOG education information to the Town's customers has not been done
[15A NCAC 02T .0108(b)].
2. The annual observation of the entire system was not documented [15A NCAC 02T .0108(b)].
3. The inspections of the high -priority lines, at least every six months, was not documented
[15A NCAC 02T .0108(b)].
The Town is noncompliant with Collection System Permit WQCS00311. A Notice of Deficiency will be issued.

Comment: The BORC needs to be updated. Staff is working on the submittal of the Operator Designation
Form.
Sewer and FOG Ordinances

FOG information is on the Town of Wrightsville Beach website. Also, a informational booth at the Town's
Floatilla event has been done in the past.
Comment: CFPUA Compliance Department inspects the Town's FOG program annually since all the
wastewater is treated at the CFPUA's Southside WWTP. The required annual FOG information
mailing to customers has not been done. Only one mailing is required since FOG information is
located on the Town's website.

Comment: Staff inspects the high priority lines frequently and observes the entire system annually
through cleanings, repairs, travel along right-of-ways during business hours, etc, but there was
no documentation of these inspections as required.

Comment: Maintenance is documented on the Town's work order system. A little over 10% of the lines
have already been cleaned for 2021. Right-of-ways are maintained by the Town's Parks and
Rec Department.

Lift Station #1 has a permanent generator on site and Lift Station #6 is connected to the Town's utility
buildings permanent generator. The Town has enough portable generators available for Lift Stations #2-5.

Comment: The Town has one or more replacement simplex pumps always available. The lift stations are
inspected two times a week and inspection/maintenance is documented in a log and then
transferred to a spread sheet for review. Staff cleans out solids that collect in wet well baskets
weekly. Lewis Farms pump and hauls grease, sand from the lift stations yearly or more if
needed. Lift Stations #1 and #3 need a new Lift Station number sign consistent with the other
lift stations, though the address is posted at both. The permanent and portable generators are
tested monthly. Lift Station #4 was updated and put into service in February 2020 with a new
wet well, submersible pumps and new control panel. Lift Stations #1-5 each have a bypass
pump connection.
