As we discussed, and following up on our call in February, WSACC is moving forward with a phased expansion of the Rocky River Regional WWTP (RRRWWTP), with the first phase of the expansion from 26.5 MGD to 30 MGD, and the second phase of the expansion from 30 MGD to 34 MGD. We and our engineering consultant (Brown and Caldwell) have discussed this approach in detail with Mike Montebello and Min Xiao, and we provided a formal request for an intermediate flow tier (for 30 MGD) to DEQ for review. Brown and Caldwell is working towards completion of the Preliminary Engineering Report (PER) for the RRRWWTP Expansion later this summer. Completion of the initial expansion (to 30 MGD) is currently anticipated on or before May 2025. WSACC plans to move forward with a progressive design-build approach for the project following completion of the PER. With the progressive design-build approach, WSACC’s goal is to streamline the time required for the project overall, with a goal of having the 30 MGD expansion online in mid-2024. WSACC also completed a Wastewater Flow Rate Evaluation with Willis Engineers, and submitted it and the corresponding requests for wastewater design flow rate adjustment to DEQ for consideration on April 23. In combination with this approach, WSACC has worked with Charlotte Water to delay construction of the Back Creek Sewer Improvements / Extension to correspond with completion of the initial expansion to 30 MGD. This delay will result in a 1.1 MGD reduction of the current estimate for flow allocated but not yet tributary to the RRRWWTP. Additionally, WSACC staff have been working with the four jurisdictions within Cabarrus County and with Charlotte Water to update estimated flows for other projects with flow allocated but not yet tributary, and we expect to submit an update which will recognize that adjustment soon. As we discussed, we have a few questions on those adjustments with regards to the flow acceptance process: 1. To recognize the delay for the Back Creek Sewer Improvements / Extension project, we currently plan to submit an FTSE form and cover letter to DEQ to document the removal of the associated 1.1 MGD from the estimated flow currently allocated but not yet tributary. As we know more about the finalized timing for the RRRWWTP Expansion to 30 MGD and the associated timing for the Back Creek efforts, we would submit an additional FTSE form later to document the anticipated addition of that flow following the completion of the initial RRRWWTP Expansion to 30 MGD. Please let us know if this approach is acceptable. 2. Following up on our call in February, we currently plan to submit an FTSE form and cover letter to DEQ to document adjustment of the current estimate of other flow allocated but not yet tributary. This submittal will follow completion of the ongoing status updates for projects within the four Cabarrus County jurisdictions and Charlotte Water. Based on the efforts completed so far, we do not currently expect that to be a large adjustment relative to the overall estimate of flow allocated but not yet tributary. Please let us know if this approach is acceptable. 3. As we anticipate completing the RRRWWTP Expansion to 30 MGD within the next few years, we understand that some larger projects may have phases which will be completed under the 26.5 MGD permit and other phases which will be completed following the initial expansion to 30 MGD. We have requested that, to the extent practical, jurisdictions requesting flow allocations for each project do so in phases to reflect the associated flow allocation for the near future. However, other projects (such as larger industrial or commercial efforts) may request a larger flow allocation as part of a single flow acceptance request, but also identify phases and anticipated completion dates within that overall project which may occur on either “side” of the initial expansion to 30 MGD. We would appreciate any guidance on documenting flow for phased projects with early phases falling under the current 26.5 MGD permit/facility and later phases falling under the 30 MGD permit/facility.
