Division of Water Resources' Central and Regional staff has reviewed the application package
received April 27, 2021 requesting a minor modification. However, additional information is required
before the review may be completed. Please address the items on the attached pages no later than the close
of business on July 19, 2021.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through P, or failure to provide the additional information on or before the above requested
date may result in your application being returned as incomplete.

revised and/or additional documentation shall be signed, sealed and dated (where needed), with one

A. Cover Letter:
Within the cover letter, it is stated that as of November 6, 2020, the municipal wastewater pipeline
and the associated Industrial User Permit (IUP000042) became the primary means of wastewater
treatment and effluent removal. Is the non -discharge spray irrigation to remain as a
secondary/backup means of effluent disposal, or is it the intent of Arauco North America, Inc. to
discontinue the use of the spray irrigation fields for the foreseeable future? Please note that prior
to irrigation activities resuming the requested change in crop cover from pasture to Loblolly pine
will require the submittal of a soil evaluation and agronomic report to determine appropriate
loading rates. It is also unclear as to whether the existing irrigation equipment is suitable for
irrigating a Loblolly pine field. Alternatively, the Non -Discharge Branch can have the fields
removed from the permit at the applicant's request. Please note that the removal of the fields will
require the applicant to begin the process of corrective action under the 02 Rules; however, the
Non -Discharge permit will remain active for the on -going groundwater monitoring requirements
until the permit is rescinded. Please note that groundwater quality standard exceedances beyond
the compliance boundary will require corrective action per 15A NCAC 02L .0106. When the non -
discharge permit is rescinded, the compliance boundary will no longer be applicable and
groundwater quality standards must be met throughout the site. Please provide additional
information regarding the applicant's intentions for the Non -Discharge permit.

calibrated once per permit cycle. Is the applicant intending to retain the existing irrigation
equipment for possible future use?
