Project Information
CreekStone, PLLC (CS, PLLC) was retained by John Meshad to complete the construction of
the associated approved CAP. CreekStone personnel completed construction oversight of
the corrective action plan prepared by others which was approved by the USACE and
NCDEQ on June 16, 2020.
CAP Construction
Construction of the off line pond and stream channel had been initiated prior to Mr. Meshad
retaining CreekStone, PLLC to complete the project. The northern pond berm and stream
channel were not located as designed. The berm was the first thing to be addressed with
relocation to ensure the implementation of proper stream buffer for the proposed stream
channel. Under CreekStone guidance, construction of the correction action plan began on
December 10th and was completed on April 29th, 2021. Field changes included installation of
an H-vane in -stream structure at the confluence of Big Norton Prong to eliminate head
cutting, installation of rootwads just upstream of the confluence to reduce active erosion and
extension the stream channels with proper curvature to tie into actual spring locations. The
site received several rain events during construction that forced two completion date
extension request which were granted by the USACE and NCDEQ. Stream channels S3 and
S4 are stable, significantly enriching the immediate hydrology and ecosystem. Additionally,
the wetland adjacent to the eastern bank of Big Norton Prong was excavated a depth 1.25' to
restore wetland hydrology. Specified livestakes are to be installed in February 2022 by
CreekStone, PLLC personnel. A monitoring period of 18 months shall begin on June 1591
2021 and continue through December 15th, 2022 at which time a monitoring report along with
a request for no further action will be submitted. Please refer the following photographs and
