Hi Brant & Janna,
Thank you for calling FRO and sending an email about the WET failure for September 2009. From your email, it
looks like you are making progress at reviewing the usual things that can cause WET failures. In an effort to assist you, I
suggest that you let your four Sills know that you had a failure for the WET in September. Let them take an active part
in this too. Ask them to look into their records for anything at their SIU prior to your sampling of the WET at the POTW
(maybe a three month period before the WET sampling in September), including changes in production at the SlUs, the
cleaning agents, and changes with wash down (clean-up) events at their plants. You might also let them know that if
your next WET results in a failure, that the costs for the additional sampling and testing at their sites will be passed on
to them. At your POTW, has there been a change in the Waste Activated Sludge handling, sludge age, MCRT, etc.,
anything that might retain toxicants in the biomass for a longer period of time? If so, then evaluate if the biomass
might have reached a breakpoint, at which time it could not hold any more, and breakthrough of the toxicant(s) might
occur. Is there any slip lining going on in the collection system, any degreasers being used, how about any pesticides,
herbicides, defoliage agents that might have gotten in? These are ideas that might help, I know each one takes time to
answer. But, it's better to answer them now than later.

Mark,
This correspondence is to inform you that the Moore County WPCP received a result of "fail" for the September Toxicity
test. We received the results today. Janna is scheduling our required follow-up sampling for October and November.
These tests will be multiple concentration tests, as required. We will probably have the sample tested by two separate
labs.
We are currently reviewing all available data and in-house practices in an effort to determine the source of the toxicity.
Results for metals analysis have not been received, but we anticipate receiving them next week. If necessary, we will
proceed with a THE and TIE to try and determine the problem constituents. So far, we have not found anything that
would have contributed to the toxicity. We have ruled out ammonia. We are investigating our chlorination process, but
we do not see any indications of over -chlorination or excess variations in chlorination.
